Will there be an increase in wages for public sector employees? Increase in salaries for public sector employees

According to representatives of the Russian government, salaries of public sector employees will be increased from January 1, 2019. The purpose of the innovations is to bring salaries in budgetary organizations closer to the average salaries in the country as much as possible. The main changes are planned in the fields of education and medicine.

Officials plan to increase the income of citizens working in budgetary organizations: their monthly salary should rise at least to the level of average wages in the Russian Federation. The law on increasing wages for public sector employees also stipulated some innovations.

One of the main changes is the reduction of job grades. Previously, there were 28 of them: 9 of them were in labor-intensive professions, and the remaining 19 were allocated to highly qualified specialists. According to the new criteria, the number of categories will be reduced by 10 units, and their composition will be combined.

Additional payments that were accrued from the centers will be cancelled. However, on a local scale, organizational leaders will receive more rights. Local management, according to the new rules, can independently determine the tariffs at which salaries will be calculated, the amount of wages will be determined taking into account the severity of work, the qualifications of the employee, and so on. At the same time, tariffs should not be less than the new minimum wage.

The new law on increasing wages for public sector employees also implies that the minimum wage for employees of public sector organizations will be equal to the subsistence level and cannot be lower. Taking into account recent changes and recalculation of the minimum wage in some regions of Russia, heads of organizations need to ensure compliance with all regulations: employees have the right to go to court for underpayment, and the employer can be held criminally liable.

Areas covered by the law on increasing wages for public sector employees

The new bill on increasing wages for employees of budgetary organizations comes into force on January 1, 2019. Its action extends to various areas: education, medicine, various branches of science.

The Ministry of Education of the Russian Federation sent a letter to the Ministry of Labor with a proposal to increase salaries for the teaching staff of state-funded schools to 150% of the average salary in the region. According to Rosstat, teachers currently receive salaries at a level corresponding to the government decree of May 2018.

The Ministry of Education believes that it is further necessary to take measures to improve the social status of teachers. Several ways to solve the problem were proposed: increase teachers’ income by 10% every year, so that by 2025 it reaches 160% of the average salary in the region, or immediately implement an increase of almost 60 thousand rubles. For this, the state will have to allocate over 260 billion rubles.

Medical trade unions in Russia also advocated for higher wages. Despite the fact that the government of the Russian Federation has already issued an order to increase the minimum wage in Moscow and the region, doctors’ wages are still either at the minimum level or beyond it.

The Ministry of Health believes that such “maneuvers” can lead to the fact that doctors will receive more only on paper, but in reality they will have to settle for one and a half to two times the salary. The Moscow administration promised medical workers to take care of increasing their salaries to 100-120 thousand rubles on average. The Ministry is also concerned about the lack of funds in the Compulsory Medical Insurance Fund: if the state does not have the funds to increase wages, they will only decline.

From January 2019, public sector employees will receive 6% more. The salaries of teachers, doctors, scientists and social workers - everyone who was discussed in the May presidential decrees - will increase. Since 2012, salaries of public sector employees have been regularly increased, but even in 2019 they will not reach the planned levels of 100 and 200% of the average income in the regions.

State employees are usually called all people whose work is paid from the state or municipal budget. However, legally all recipients of state allowance are clearly divided into:

  • state employees;
  • civil servants;
  • law enforcement officers.

This distinction is associated with different principles for calculating wages, incentive payments and the provision of benefits.

Therefore, when the government promises an increase in salaries for public sector employees in 2019, we are talking, first of all, about the categories that fall under the May presidential decrees, namely about workers in certain fields:

  • educational;
  • medical;
  • social;
  • scientific;
  • cultural.

The income level of public sector employees has always lagged significantly behind the average salary of Russians. To eliminate this imbalance and attract young specialists to the educational and medical spheres, Russian President V.V. Putin in 2012 ordered to bring the incomes of public sector employees to an acceptable level, namely to increase them to the level of:

  • not less than 100% of the regional income of the salaries of teachers, kindergarten teachers, medical and junior staff, social workers and cultural workers;
  • 200% of regional salaries are the income of teachers of higher educational institutions, doctors and scientists.

Public sector employees' wages were supposed to increase to this level by 2018.

Already at the beginning of 2018, it was clear that the salaries of public sector workers, despite annual salary increases, did not reach the planned levels. The growth of the minimum wage and average wages of Russians outpaced the planned indicators of the program for the gradual improvement of wages in state (municipal) institutions in 2012–2018.

Therefore, in May 2018, the country’s president clearly indicated whether there would be an increase in the salaries of public sector employees. The program for improving wages continues to operate until the indicators are brought to the planned figures, that is, wages in the public sector will continue to grow, including in 2019.

How much will public sector employees' salaries be increased?

The increase in wages of certain categories of public sector workers, who are subject to the May decrees, is included in the federal budget. The draft states that the nominal increase in 2019 will be 6% of the previous year’s wages.

Further increases in wages for public sector employees are also planned:

  • in 2020 – by 5.4%;
  • in 2021 – by 6.6%.

However, the salaries of teachers and doctors are tied to the level of regional income. Therefore, bringing their incomes to the proper level is a priority goal for local budgets. It is the regions that must seek opportunities for additional growth in public sector salaries.

For example, officials have already promised Sakhalin state employees an increase of 20%, and workers of 5–15% by September 1, 2018.

In addition, from the beginning of the year the minimum wage will rise to 11,280 rubles. The increase compared to the previous minimum wage will be only 1%. Since the salary increase is calculated based on the regional “minimum wage”, and it can significantly exceed the minimum wage in the country, specialists with low salaries can receive additional payment.

Reference! In May 2018, the minimum wage was increased by 18%, which significantly affected the wages of more than 1 million state employees with low salaries.

Promotion deadlines

The salaries of public sector employees will increase from January 1, 2019. The news spread online about the postponement to October is not true. Traditionally in October, investigators, military, and civil servants, who are usually classified as state employees. But this provision does not apply to medical workers, teachers, social workers and researchers. Their salaries will increase from the beginning of the year.

In addition, additional increases may be made during the year, timed to coincide with professional holidays, the beginning of the school year, etc. But the decision on such increases is made at the municipal level, so it may not affect all public sector employees.

What will be the average salary of public sector employees?

Given the different levels of average wages in the regions, it is difficult to say how much wages in the public sector will rise.

The actual figures will also be affected by other factors on which the amount of wages depends: length of service, qualifications, tariff rate, specialty, etc. allowances.

If we talk about the average salary in the country, it will be:

  • teachers - 34,700 rubles;
  • teachers - 44,760 rubles;
  • teachers of additional education – 42,100 rubles;
  • teachers of secondary vocational institutions - 43,600 rubles;
  • teachers teaching at universities - 93,000 rubles;
  • doctors - 78,400 rubles;
  • nurses - 39,000 rubles;
  • junior medical personnel - 35,600 rubles;
  • social workers – 34,600 rubles;
  • employees of cultural institutions – 40,500 rubles;
  • scientists - 102,000 rubles.

Many doctors, teachers, and employees of cultural institutions are worried that their income will remain at the same level, and the increase in salary will only cover the size of the bonuses that they will be deprived of. This is the opinion that is often spread online. But the numbers indicate the opposite, as is the case with information about large-scale cuts to state employees and the transfer of their responsibilities to remaining colleagues.

Remuneration for public sector workers in our country has been a sore point for the second decade. Workers in the professions most needed by society are forced to put up with low wages or go to work outside their profession. When will the salaries of state employees in Russia be increased? At the recent traditional annual online communication between Vladimir Putin and citizens of the Russian Federation, among other things, the issue of wages for workers in the public sector was raised. The President noted that the period of economic recession has been overcome, and for three quarters there has been slow but steady growth.

But at the same time, serious problems remain - the imperfect structure of the economy, low labor productivity. Without increasing the latter, it will not be possible to increase the income of public sector employees, as well as create new jobs. Vladimir Vladimirovich noted that he knows that more and more Russians find themselves below the poverty line. Some state employees also found themselves in this category, despite the fact that the “May decrees” (we will definitely return to them) were supposed to increase salaries in this category to the average for a certain region.

  • university teachers;
  • social workers, etc.

But, as we see, the changes have not yet affected all public sector workers. In addition, even the indexed salary did not meet all expectations. According to Rosstat, the average salary in the country for 2016 was 36.7 thousand rubles. While the average salary for teachers was 28.1 thousand rubles, and for medical workers - 29.9 thousand rubles.

Will public sector employees' salaries be increased?

On the same “Direct Line” people drew the president’s attention to the fact that the “May decrees” did not affect them at all: the salary remained truly outrageous - 8-10 thousand rubles a month! Vladimir Vladimirovich replied that these workers have not yet fallen into those categories of public sector employees for whom indexation has already been carried out.

Who will get a salary increase in 2018

Which state employees will have their salaries increased from the beginning of next year? According to the Ministry of Labor, 5.8 million workers in this sector are currently “overboard.” For other workers, wages have already “caught up” with inflation. In January 2018, the following salary increases will be expected:

  • Administrative workers: accountants, lawyers, economists, etc.
  • Engineering and technical personnel: programmers, plumbers, electricians, engineers, mechanics, cleaners.
  • Social educators, psychologists, complex rehabilitation specialists.
  • Workers in employment services.
  • Rescuers, firefighters of the Ministry of Emergency Situations.
  • Meteorologists, oceanologists, hydrobiologists.
  • Workers in selection and seed production centers.
  • Workers in veterinary institutions.
  • Employees of forestry departments, including its airborne fire service, etc.

It is now clear to us when the salaries of public sector employees will be increased. But by how much, the head of state did not specify. Everything depends on the budget for next year, which is drawn up by the Ministry of Finance.

What are "May decrees"

These documents were signed by Putin back in May 2012. They combined 11 decrees of the leader of the state with 218 instructions to the government. If we talk about their general essence, they are aimed at comprehensively improving the lives of Russian citizens.

However, the “May decrees” were adopted long before the decline in oil prices, which makes them increasingly difficult to implement in the modern environment. When will the salaries of state employees be increased in accordance with these acts? There are no clear deadlines. However, it was planned that the salaries of workers in this area should reach the regional average, and in some places even exceed them twice.

As for the general progress of the matter, the government has already fulfilled the “May instructions” by about three-quarters.

Specific plans for 2018

The press service of the Ministry of Labor reports today that only those state employees who have not yet been affected by indexation will receive a salary increase in 2018. On average, it will be 4% of your existing salary. And already in 2019, indexation, also equal to 4%, will affect all categories of budget workers. The same amount of premium awaits workers in this area in 2020.

We also note that from the beginning of 2018, the smallest one will also increase - it will be 9,489 rubles (which is 21.7% higher than today). It follows that for citizens who work 40 hours a week, the employer cannot pay a monthly salary lower than this amount. In 2019, the minimum wage will increase again. And, according to the government’s plans, by that time it should already be equal to the subsistence level. And today, let us remind you, this value is already equal to 10.3 thousand rubles.

According to the head of the Ministry of Labor M. Topilin, taking into account the increase in salaries for state employees, the regions will receive 80 billion rubles in 2018 - an amount twice as large as allocated this year. In addition, according to the “May Decrees”, the salaries of doctors, teachers, and researchers in 2018 should be twice the average salary for a particular region.

Putin proposed indexing the salaries of employees of budgetary organizations not covered by the May 2012 decrees.

“The May decrees did not cover all public sector employees, not all public sector employees. For a number of categories of employees of budgetary organizations, wages have not been increased for a long time, for several years,” Putin noted at a meeting with the government and asked the ministers to work out options and submit proposals in this regard.

“I propose to index the wages of just these categories of public sector workers, they are also called “non-specified categories of public sector employees.” Of course, taking into account the real possibilities of both the federal and regional budgets,” the president said.

“And please do not delay, we must discuss this soon, bearing in mind that work is now actively underway on preparing the budget for 2018,” the head of state noted.

Categories of workers whose salaries will be increased in 2017

The Ministry of Labor explained to Gazeta.Ru that in the social sphere, the categories of workers whose salaries are not increased in accordance with the decrees of the President of the Russian Federation include administrative workers (economists, lawyers, accountants, personnel officers), engineering and technical and support workers buildings and equipment (engineers, programmers, technicians, electricians, mechanics, plumbers, office cleaners), and others.

Putin also noted that there are difficulties with increasing salaries for public sector employees in some regions, and proposed doing everything to correct this situation.

Prime Minister Dmitry Medvedev assured that the authorities are making every effort and are looking for additional resources to achieve an increase in wages for Russians, primarily those who work in the fields of education, healthcare and culture, which was laid down in the May presidential decrees.

It is worth noting that the main burden of implementing the May decrees lies with the regions. In many ways, this led to an increase in the debt of the subjects of the Federation. As Deputy Minister of Finance Leonid Gornin noted in an interview with Gazeta.Ru, in recent years the growth rate of expenses of the consolidated budgets of the constituent entities has outpaced the growth rate of their own incomes.

“As a result, since 2012 we have experienced an increase in public debt. From January 1, 2012, it increased from 1 trillion 171 billion to 2 trillion 318 billion rubles. as of January 1, 2016. This turned out to be the maximum level, and the subjects’ debt at the beginning of 2016 amounted to 36.5% of their own income,” he noted.

Of course, the federal budget does not provide funds to help the regions to additionally increase salaries for public sector employees. But Finance Minister Anton Siluanov said on May 24 that in 2017 there was a positive trend in regional revenues exceeding expenses.

“This year the situation with the incomes and expenses of the subjects is also quite good. Revenues grew by 9.8% for the period from the beginning of the year to May 15, expenses - by 5.4%, as a result, we now see a significant budget surplus, which, of course, will decrease as the planned obligations are fulfilled,” he said (quote from RNS).

It is likely that it was precisely this growth in income that allowed the federal center to speak out in favor of indexing wages for “unspecified” public sector employees. Such a maneuver will add points to the authorities before the upcoming presidential elections in March next year, but is unlikely to ease the debt burden of the regions.

In accordance with the May decrees, promulgated in 2012 following the election campaign, the salaries of doctors, teachers and social workers should increase to 200% of the regional average by 2018. And for junior and middle staff - up to 100%. In March it was reported that this figure had reached 180%.

The May decrees were not followed!

May decrees regarding salary increases for doctors, teachers and social workers in 2016 were “implemented in reverse,” Gazeta.Ru calculated in January, using Rosstat data: salaries not only did not grow, but even in some cases decreased.

It is unlikely that the existing gap will be caught up in 2017, experts say.
Even at the end of three quarters of 2015, the situation looked better than according to the latest data from Rosstat: over the nine months of last year, the salaries of teachers and doctors decreased relative to the average. In the absence of complete statistics for 2016, Gazeta.Ru compared Rosstat data for three quarters with the same period in 2015 and made sure that there were no positive changes in wages for all key categories of workers.

Rosstat did not publish data on average salaries

Rosstat stopped publishing the ratio to the average salary in the region - the main marker of the May decrees - last year. The last time such data was published was at the end of 2015: then the average salary of doctors was 156% of the average salary in Russia.

Over the three quarters of 2016, the picture changed for the worse: the ratio to the average salary in Russia during this period was 137%, Gazeta.Ru calculated. The salaries of teachers and social workers are also not close to the target indicators of the decrees, according to Rosstat.

Based on the 137% achieved in the three quarters of 2016, it turns out that doctors’ salaries for the year - from October 1, 2016 to October 1, 2017 - should show an increase of 63 percentage points to the average salary, which, according to government calculations, will also be grow. Such a gap is too large to consider the implementation of the May decrees possible, experts believe.

Most employees of budgetary institutions still receive salaries lower than the regional average. Although most of them go into the profession by vocation, they also count on decent payment for their work.

In 2019, wages are expected to increase for both public sector employees and civil servants, as well as the military.

The minimum wage will increase, and state employees will earn more

The Russian government has proposed increasing the minimum wage starting January 1, 2019. So, next year the “minimum wage” will be 11,280 rubles, which is 100% of the subsistence minimum for the working-age population based on the results of the second quarter of 2018.

Alas, the increase in the minimum wage will be insignificant - only 117 rubles (+1.048%). But this is in the central and southern regions. For the Chukotka Autonomous Okrug, the increase will be 351 rubles. In order for the salaries of public sector employees to increase, it will be necessary to allocate at least 5 billion rubles from the budget.

During the meeting of the 3-party commission, Tatyana Golikova noted: from the beginning of next year, unemployment benefits will be a maximum of 8,000 rubles, a minimum of 1,900 rubles. Currently, the unemployed receive assistance in the amount of at least 850 rubles or a maximum of 4,900 rubles.

The allocated 5 billion rubles will be divided:

  • 1.4 billion rubles are provided to increase wages for employees of federal government agencies;
  • 3.6 billion rubles are provided to increase the salaries of employees of government agencies in Russian regions and municipalities.

Latest news for October 14: the government has submitted a draft budget for 2019 - 2021. So, next year the volume of income and expenses will be 19,969 trillion rubles and 18,037 trillion rubles, respectively. The size of the surplus will be 1,932 trillion rubles (1.8% of GDP).

It is planned to increase the salaries of public sector employees from the average regional labor income to:

  • 100% - school teachers, people who work in the cultural sphere, social workers, paramedical personnel;
  • 200% - doctors, researchers, university teachers.
  • 6% - next year;
  • 5.4% - in another year;
  • 6.6% - in 2021.

Who will be affected by the salary increase?

Public sector workers socially poorly protected, because their level of well-being depends entirely on the state. Therefore, the question of increasing salaries for public sector employees is quite relevant.

Regular increases in wages for different categories of workers are a guarantee that their incomes will grow following the rise in prices for basic goods. However, not always and not for all categories of public sector employees, salary increases are made in accordance with the inflation rate - deviations can be either in the direction of faster growth or vice versa.

Public sector employees include several separate categories of workers:

  • employees directly budgetary institutions– healthcare, educational, cultural institutions, etc.;
  • representatives of the authorities– civil servants at the federal, regional and municipal levels;
  • military personnel and employees paramilitary And security forces(police, fire service, national guard, etc.).

The level of remuneration for different categories of workers is set separately and regulated by different legal acts. The level of wages itself differs from this:

As you can see, officials and security officials in Russia receive significantly more than employees directly budgetary institutions(many of whom receive salaries even lower than the national average). At the same time, the higher level of remuneration for scientific workers is associated with the small number of such workers (most scientists in Russia work in the field of education).

Representatives are expected to increase their salaries in 2019 all categories of public sector employees, however, the magnitude of this increase will vary.

Increasing salaries for employees of budgetary institutions

Among all categories of workers who receive salaries from the budget, employees of budgetary institutions are the least socially protected (as can be seen from the graph). At the same time, for different categories of public sector employees, wage levels also differ:

It is worth noting that the increase in salaries for employees of budgetary institutions is planned by the “May Decrees” of the President of the Russian Federation of 2012. According to them, social standards should improve significantly for some categories of public sector employees. However, as of 2017, most indicators are not being met:

As you can see, the level of remuneration for teaching staff in general education institutions is closest to the target indicators (but it should have been achieved back in 2012). It is important that these are data for Russia as a whole; in some regions, local authorities have achieved almost complete compliance of actual indicators with target values.

It is also worth noting that often "May Decrees" carried out not through an actual salary increase, but through the manipulation of numbers:

  • reduction and transfer of junior medical personnel to other categories(for example, transferring nurses to the category of cleaners) - in this case, such employees are not subject to a salary increase. Over 5 years, junior medical personnel decreased from 1.44 to 1.32 million people;
  • reduction of personnel in the education sector(over 5 years – from 2.32 to 2.17 million people). They lay off highly paid employees (with scientific degrees and titles), redistributing their salaries to other positions. At the same time, low-paying jobs are being cut;
  • redistribution of responsibilities due to staff reduction. For example, in healthcare, the responsibilities of reduced junior staff were transferred to nursing staff. Some responsibilities outsourced.

As a result, with a limited wage fund, budgetary institutions were able to fulfill “ May decrees » more than 80%.

Consequently, the increase in wages for public sector employees in 2019 is expected to range from 1.05 to 6%.

Increase in salaries of civil servants

Civil servants in most departments receive salaries about average by region or higher. Moreover, in addition to salary, such employees have the right to additional incentive measures, financial assistance, and are additionally compensated for some expenses.

As Russian Finance Minister Anton Siluanov noted, in recent years a “ deplorable» the situation with the remuneration of civil servants, therefore the budget for 2019-2021 proposes to increase the remuneration of officials.

According to the draft budget, it is planned to spend on material motivation of civil servants:

Increasing pay for military personnel and law enforcement officers

Together with " freezing» salaries of civil servants and military personnel for the last 5 years no indexation of salary was carried out. Considering that over the 5 years when indexation was not carried out, the inflation rate was approximately 50%, the real level of social standards of military personnel decreased by half. Because of this, by 2018, the incomes of military personnel with qualifications and length of service decreased to the level of workers with low qualifications.

Only from January 1 of this year, cash allowance was indexed by 4%. Also in 2019-2021, according to the draft federal budget, annual indexation of allowances is expected.

WITH October 1, 2019 it is expected that the salaries of military personnel, as well as employees of the Ministry of Internal Affairs, the Federal Penitentiary Service, the FSB, the National Guard and other paramilitary organizations will be indexed by 4.3%. Military pensions will also increase by the same amount (since they are calculated from cash allowance amounts).

The increase in pay in 2019 will affect not only military personnel, but also employees of the Ministry of Internal Affairs, the National Guard, the Federal Penitentiary Service, the State Fire Service, the FSB and other paramilitary organizations.

In addition, it should be taken into account that in the Armed Forces and other paramilitary structures, remuneration consists of several parts - salary for rank, salary for position, additional payments for length of service, for completing certain tasks, for results of service, etc. All these payments are planned to increase from October 1, 2019 by 4.3%.

As a result, income for various military positions will be after indexation:

  • shooter (private) - 24,400 rubles;
  • senior sapper (corporal) - 37,000 rubles;
  • squad commander (sergeant) - 53,300 rubles;
  • platoon commander (sergeant major) – 71,500 rubles;
  • company commander (captain) - 73,994 rubles;
  • battalion commander (lieutenant colonel) - 85,345 rubles.

In the Ministry of Internal Affairs, the average salary after an increase will be approximately 39,000 rubles, growth is also expected in other structures.

In the future, the pay of military personnel will also be indexed - in 2020 by 3.8%, in 2021 – by 4%. To increase the pay of military personnel, corresponding amounts were allocated to the federal budget: for 2019 - 22.6 billion rubles, for 2020 - 41.2 billion.

When and by how much were public sector employees' salaries increased in 2019?

Already on January 1, 2019, all changes were made to the salaries of public sector employees of the Russian Federation. Let us remind you that, according to the government, 5 billion rubles were allocated from the state budget for this good cause. In addition, the Russian authorities allocated several million rubles to increase the minimum wage, which took place simultaneously with an increase in public sector wages.

So, this year the “minimum wage” will be 11,280 rubles, which is 100% of the subsistence minimum for the working-age population based on the results of the second quarter of 2018. Also in 2019, unemployment benefits increased significantly, amid an increase in pensions for non-working pensioners. Thus, the maximum unemployment benefit at the moment is 8 thousand rubles, and the minimum is 1900 rubles. Last year unemployment benefits were 4,900.

Note that the increase in the minimum wage in 2019 was quite small - only 117 rubles (+1.048%). However, this only applies to the central and southern regions. For Chukotka regions, the minimum wage increase was 351 rubles. Thus, at least 5 million rubles had to be allocated from the budget to increase wages.

The allocated 5 million rubles were divided into two parts:

  • 1.4 billion rubles were provided to increase wages for employees of federal government agencies;
  • 3.6 billion rubles were provided to increase the salaries of employees of government agencies in Russian regions and municipalities.

Thus, in 2019, the “May” orders of the President of the Russian Federation began to be gradually implemented. It is expected that wage increases will continue in the coming years. This mainly concerns the salaries of teachers and doctors, which will increase over the course of three years until they reach the amounts desired by the authorities.

List of professions of public sector employees whose salaries were increased

Basically, salaries were increased for teachers and doctors, as for the most important employees provided from the state budget. The authorities plan to fully implement the “May” orders, which means significantly increasing the salaries of both the former and the latter. Naturally, doing this with one increase would be too costly for the state budget, so the authorities decided to implement increases gradually, as is the case with raising the retirement age.

Thus, the salaries of employees of educational institutions and employees of cultural institutions will be increased by 100%. At the same time, salaries of doctors, scientists and university teachers will have to increase by 200%. That is, the authorities plan to increase the salaries of public sector employees to the average salaries in the region.

Salaries for doctors and teachers will increase by:

  • 6% - in 2019;
  • 5.4% - in 2020;
  • 6.6% - in 2021.

It is worth remembering that the salaries of public sector employees will primarily depend on the average salaries in their region. That is, residents of the central regions of the Russian Federation will receive much more than residents of remote regions.
