This year, JSC Stockmann, the Russian partner of the Finnish retailer Stockmann, gained control over the business of its competitor, the Podium Market department store chain. The new owner, in addition to the space and the trademark, was left with unresolved problems with Russian designers. The chairman of the board of directors of Stockmann JSC spoke in an interview with Kommersant about how the company is trying to come to an agreement with its counterparties and how the Finnish brand will develop in Russia in the future. Why did you become interested in Podium Market assets? Do you plan to continue developing the Stockmann brand in Russia after the deal?

Of course, we plan to develop the Stockmann brand in Russia. And now regarding the interest in Podium Market. When it became known that the company had a difficult financial situation, we became interested in some of its premises in terms of location, namely two stores in Moscow - in the European shopping center and the Fashion Season gallery, one store in Kazan and one in Krasnodar .

- How was the deal with Podium Market structured?

I want to immediately clarify: we did not buy Podium Market as a legal entity, we did not buy their assets, but acquired only the remaining goods and commercial equipment and during the summer of this year re-signed contracts with the landlords of the above-mentioned four premises. We were also interested in Podium’s competencies, which we lacked. We took away the employees of the private label department, transferred a number of designers to us - Podium Market has objectively beautiful, stylish stores, and they themselves designed them, and the company’s experience of working with Russian designers can also be useful to us. Now we represent some brands, for example Alena Akhmadullina’s Dreams, in both Podium Market and Stockmann. In this situation, they get 12 points of sale at once.

- Is it true that the deal with Podium Market was cashless?

By agreement of the parties, I do not have the right to disclose figures. I repeat once again: we only bought commercial equipment and leftover goods.

- Will you retain the Podium Market brand?

We have the right to use the brand for a year. The former owners will not be able to open new Podium Market stores, and their stores that were not part of the deal have been closed.

- Will all the stores that became part of the deal be converted into Stockmann?

We will definitely remodel the stores in Kazan and Krasnodar. In Kazan we will change the sign soon; in Krasnodar Stockmann will open in February 2018. In Moscow, two Podium Market stores will continue to operate for now; a decision on whether they need to be converted into Stockmann will be made next year, it depends on the results of their work. Of course, the initial goal was to remodel all the points in Stockmann, since it would still not be possible to do this quickly, we decided to see how viable the Podium Market brand itself is. I would also like to note that when we completed the transaction with Podium Market, we saved more than 200 jobs - both store staff and central office employees.

You mentioned Podium’s competence, including working with Russian designers. It is known that they had disagreements with Podium Market due to non-payment of money, which the designers stated publicly and filed lawsuits. Doesn't this make it difficult for you to work with them?

Of course it makes it difficult. Some designers take the situation calmly, others - emotionally, they refuse to work with us until they receive compensation from Podium Market. It doesn’t matter to them that they are already working with Stockmann. In my opinion, this is simply short-sighted, but everyone can decide for themselves.

Do you offer someone better terms in the form of bonuses to win them back and convince them to work with you?

We honestly have no shortage of brands. Today, in our portfolio, there are objectively no Russian designers whose collections can be sold in volumes comparable, for example, to Hugo Boss. We like to promote them, we will work with them, but this is not our key business. Therefore, we carry out mostly explanatory work from the position that Stockmann is a large organization, with high turnover, financially stable, we have everything in order with cash flow and we pay everyone on time. Stockmann, unlike Podium Market, has no debt. In the year and a half during which we have owned the rights to the brand in Russia, we have not yet delayed payments to anyone, and the Finns have also been very careful in this regard.

- What will happen to Debenhams, another brand that you manage in Russia?

We closed Debenhams in the Aviapark shopping center, and Stockmann opened there. We still have a franchise agreement with the British Debenhams. But I think that based on the model that they offer - without the full support and participation of the parent company, it is pointless to develop this brand in Russia.

- What do you have in mind?

It is necessary that the formation of the store assortment is largely determined by the local partner. The headquarters in London does not have sufficient knowledge of the Russian market or the necessary competencies. The set of brands should be selected adaptively to the Russian market, because we have different tastes and needs. For example, in the winter collections of Debenhams there are no things warm enough for the Russian winter. I believe that Debenhams should open stores in Russia itself and invest in development in the region.

- That is, work in Russia directly?

Directly or create joint ventures. The pure franchising model they are trying to develop is difficult. It's my personal opinion. After purchasing the rights to Stockmann, we saw that there was another model that could work differently. When we had seven Stockmann stores and two Debenhams, the choice was obvious - it was easier to convert two.

- Probably, the fact that Stockmann is known better by Russian buyers also played a role?

Following our acquisition of Stockmann, The Boston Consulting Group developed a growth strategy for the next five years. Our consultants did marketing research and found that Stockmann brand awareness in Moscow and St. Petersburg reaches 96%. And in cities that are potentially interesting to the Stockmann brand, awareness was more than 80%, which is also a fairly good result. It became clear that Stockmann was well known in Russia, so the decision was made to strengthen the brand.

- How many Stockmann stores do you want to open in Russia in the next three to five years?

We plan to open about 15 more points, taking into account some optimization: next year we plan to close, most likely, two stores in MEGA shopping centers. There are not very efficient stores that we received from the previous owners. We will definitely close Stockmann in MEGA Teply Stan. We expect that in five years we will have 25 stores. Opening of a department store with an area of ​​about 8 thousand square meters. m costs approximately 500 million rubles.

Do you have any insurance if in 2023 the Finns refuse to renew the license to use the Stockmann brand in Russia?

Our insurance is common sense, the current situation benefits both parties. They receive royalties for using the trademark.

- Can you disclose the amount of payments?

This is confidential information.

- Do they have an option to buy back Stockmann’s Russian business?

No, this was never discussed.

- How have financial performance changed during the time that you have been managing Stockmann? What are your expectations for 2017?

It is known that one of the reasons for the Finnish company’s departure from Russia in 2015 was unprofitable operations. At that time, annual revenue was 12 billion rubles, and the company had a significant operating loss. In 2016, we reduced losses tenfold, and in 2017 we expect to make a profit at the end of the year. So far it is weakly positive, several tens of millions, which is almost zero on a business scale. But the very fact of recovering from billions of dollars in losses is important. Revenue has not yet reached the level of 2015: this is due to the closure of the grocery business at the beginning of 2016, which, in turn, generated 30% of revenue. The budget for 2018 is currently being formed, based on the results of which we expect EBITDA margin to be at the level of 8–10%.

- What is the reason for the closure of the grocery business in Russia?

There are two main reasons. Firstly, department stores were located in shopping centers where grocery hypermarkets are located: for example, Auchan is located next to MEGA, it is generally impossible to compete there. The situation is similar in other malls. Also, due to the sanctions, Stockmann lost its competitive advantage; Scandinavian products were presented in grocery stores - cheeses, milk, and so on, and without them the very essence of Stockmann's grocery departments was lost. Even though we still have to pay for the square meters on which grocery stores were located (the average area was 2.5 thousand square meters), these costs are much less than the losses that supermarkets generated. The only profitable grocery store is located in St. Petersburg in the Nevsky Center shopping center. We found a local operator who runs it and gave him the recipe from the Finns, according to which he makes the same salads, cakes, and so on. In this regard, I think that the location of department stores in shopping centers in itself is not the most correct solution, so the possibility of developing free-standing stores is now being considered. During Soviet times in Russia there were about 140 free-standing department stores located on the central city streets of large cities. Our retail format can be a solution for owners of small and outdated shopping centers; it ensures a more or less uniform circulation of traffic in the buildings and thereby increases the attractiveness of the upper floors. We are currently negotiating with the owners of such properties.

- With whom?

For now, I can not say it. Moreover, the negotiations are not at such an advanced stage.

Podium Market is already the third retail chain under your management. Based on the work of your retail chains, how would you characterize the fashion market? Do you see it starting to emerge from the crisis?

The crisis affected purchasing power, however, comparable sales remained at the same level, while in physical terms we sold 20% more goods. This means that the average item in the assortment began to cost 20% less compared to last year due to the lower exchange rate, as well as the fact that we purposefully democratized the assortment due to a decrease in purchasing power.

- Are you interested in any other retail assets?

I don't want to rule anything out. But today we see our development only in the department store format and especially under the Stockmann brand. We will need a flagship store in Moscow with an area of ​​15-30 thousand square meters. m, but there are very few suitable premises.

- Are you negotiating?

Not yet.

- Are you planning any new formats for Stockmann?

In addition to considering the possibility of opening free-standing Stockmann stores, we are launching multi-channel online trading next year. Sales will start on the website and through the app in June 2018. There will also be a click and collect function - the ability to order goods in the store. Online sales will also help accelerate regional development. Therefore, although I myself sometimes order goods on the Internet, I am glad that the government is considering reducing the threshold for duty-free import of goods ordered from foreign online stores to €20. This is a huge boost in favor of Russian retail.

- Speaking of retail, is Debenhams your first retail business?

Yes, this was the first experience. Before that, I invested in real estate and now I continue to do this at the same time. For example, I was a co-owner of the Dream House shopping center (12 thousand sq. m) in Barvikha. In recent years, I have done several projects with the MR Group company; we recently sold one on Amurskaya Street, next to the Cherkizovskaya metro station, to the structure of Vadim Moshkovich - Level Group. We also had two projects in Yakimanka, I left one of them two years ago, selling Vesper Group the site where the Cloud Nine residential complex is currently being built.

- Do you always withdraw from your development projects?

This has been happening in recent years. However, I remained a co-owner of Dream House for a long time.

- Are there any new projects on the real estate market now?

There are, but it’s too early to talk about them.

- Why did you decide to concentrate on the retail business?

When I was a co-owner of the small shopping center Dream House, it became clear to me how to manage a space of this size. Therefore, in my opinion, the transition from Dream House to department stores was logical. At that moment, it so happened that my English friends came up with the idea of ​​buying the rights to develop the Debenhams brand in Russia. According to them, it was inexpensive, and they very convincingly explained why the company did not develop in Russia the first time, that the Russian partners were to blame. Now, probably, they will tell about us that our Russian partners are to blame. It should be noted that at the moment we have not closed the license agreement and do not exclude anything for ourselves in the future.

- Is it exclusive to you?

Yes. If we return to the topic of why I chose department stores and discuss it seriously, the fact is that this niche is not occupied in Russia. The Boston Consulting Group estimates that in developed markets, department stores as a form of retail account for between 7% and 20% of the country's retail market. In Russia today they account for a fraction of a percent. There is TSUM - a significant player, but in the luxury goods segment. And in the middle segment in which Stockmann operates, this market niche, according to estimates by The Boston Consulting Group, amounts to 120 billion rubles. That is, the growth potential is colossal.

The owner of department stores will launch a development project in Moscow

Yakov Panchenko, owner of the Stockmann and Debenhams department stores in Russia, is launching his first development project. Together with MR Group, he plans to build a residential complex in the east of Moscow with 200 thousand square meters. m

The fact that MR Group will build a new residential complex with an area of ​​almost 200 thousand square meters. m in the Cherkizovskaya metro area (Amurskaya street, no. 3, plot area - 6.5 hectares), representatives of three companies operating in the Moscow real estate market told RBC. The planning project has already been approved by the Moscow Urban Planning and Land Commission at a meeting on February 11 this year, the press service of the Committee for Ensuring the Implementation of Investment Projects in Construction and Control in the Field of Shared-Equity Construction reported. As the department explained to RBC, MR Group was allowed to build 194,760 square meters. m, of which 120 thousand sq. m will be for housing. m, the rest is commercial and social infrastructure.

Currently, MR Group's portfolio consists of 30 properties with a total area of ​​5 million square meters. m in Moscow, the Moscow region and Sochi (“Presnya City”, “Tsarskaya Square”, “Vodny”, “Fili Grad” and others). Retail partners

The site planned for development is now leased by JSC Mosstroymekhanizatsiya No. 4 (MSM-4) for a period of up to 2060, according to data from the Unified State Register of Real Estate Rights (USRE). Until December 2015, 77.79% of the company's shares belonged to Sberbank. “Sberbank provides this company with services for depository storage of shares, and therefore is nominally listed as a shareholder in the SPARK system,” the bank’s press service said. As of June 21, 2016, 92.94% of the company’s shares were consolidated by New Design Company LLC, in which Yakov Panchenko and co-owner of MR Group Roman Timokhin each owned 50%.

The construction of a residential complex will be the first known development experience of Yakov Panchenko; previously he was known exclusively in the retail market. The entrepreneur owns 70% of Reviva Holdings, which is developing a franchise chain of department stores in the British chain ​Debenhams in Russia (there are currently two stores operating under the brand in Moscow). At the beginning of December last year, it also became known that Reviva bought the company's Russian department stores (seven stores in Moscow and Yekaterinburg) from the Finnish Stockmann.

MR Group declined to comment. Yakov Panchenko did not respond to RBC’s request.

Construction instead of shops

The minimum investment in the project will be 13 billion rubles, according to the head of the analytics and consulting department of the Best-Novostroy company. Investments may be less - in the region of 10-10.5 billion rubles, says Vladimir Bogdanyuk, head of the analytical and consulting center Est-a-Tet. “The very location of the site is not ideal, not only because it is in an industrial zone, but also because of the distance from the metro, so only comfort-class housing can be built here,” the expert adds.

On the other hand, there are almost no new objects in the immediate surroundings, mostly old housing stock, recalls Olga Shirokova, director of the Knight Frank consulting department. “At some distance from the site there is the Vinogradny residential complex; larger complexes are located in the Preobrazhenskaya Ploshchad metro area, among which we can highlight the Heritage residential complex, Yauza Park and Sokoliny Fort,” she lists.

An exclusive franchise for 20 years was received by the former general director of the Habitat household goods chain Michael Harvey, the ex-head of the Moscow department store Tsvetnoy Central Market Nick Hill and the Russian developer Yakov Panchenko. In addition to Nick Hill, the co-owners of Debrouss LLC are the former head of the British chain of home goods stores Habitat, Michael Harvey, and Russian businessman Yakov Panchenko, Debrouss representative Natalya Kokhanova told Kommersant. Investments in the development of Russian Debenhams in Debrousse are not named. Director of Roskonsaltproject Andrei Tsirer estimates the launch of the first store alone to cost approximately $15 million, taking into account rental payments for the year.

Debenhams has been in the UK for over 200 years. 160 department stores operate in the UK and Ireland, with a further 61 franchised stores in 24 countries. Revenue in the 2010/11 financial year (ended September 2011) - $3.4 billion. Capitalization on the LSE on Friday amounted to $1.6 billion.

Debenhams is trying to enter Russia for the second time. In November 2006, the first department store of the chain in Moscow on Krasnaya Presnya Street was opened under the license of DI-BH LLC, the development company RID Group and co-owner of World Class Maxim Ignatiev. Over five years, it was planned to open 25 department stores with an area of ​​5-7 thousand square meters in Moscow and the regions. m each, but the only Debenhams operated for less than a year and a half and closed in early 2008. Maxim Ignatiev says that the store was unprofitable due to an unsuccessful location, which the British insisted on. In addition, organizing the delivery of goods from abroad to one store was expensive.

Despite the unsuccessful experience, Debenhams began searching for new partners: negotiations were conducted with the co-owner of the 585 jewelry chain, Alexander Smirnov, and the Capital Department Store company of Grigory Rabinovich, which participated in the dispute over the Moscow department store on Leninsky Prospekt (see Kommersant on 28 May 2008).

The department store format is still poorly developed in Russia: according to Esper Group, in our country only 11.5% of all clothing, shoes and accessories are sold through such stores; in Europe, for comparison, it is 35-36%. The volume of the mid-price segment clothing market in Russia in 2011, according to Esper Group, amounted to $31.5 billion (+12.7% compared to 2010). “For a long time - all the 90s and the first half of the 2000s - people still remembered the low level of service in Soviet department stores and preferred to go to new branded monobrands. But now Russians travel a lot and have managed to become fans of European department stores,” says the director of the department of analytics for markets of Russia and CIS countries Esper Group Daria Yadernaya. The main competitors of Debenhams in Russia will be the Finnish Stockmann and Holding Center, which operate in the middle price segment, believes Daria Yadernaya. In the higher segment there are Tsvetnoy Central Market, Podium Market and TSUM.

And it was he who instilled in Vladislav Panchenko a correct and deep attitude towards science. On the recommendation of Alexey Iosifovich, V. Panchenko was sent for pre-graduation practice at the famous FIAN (Physical Institute named after P.N. Lebedev RAS). There, Vladislav Yakovlevich’s first published work, still a student, was published, which explained the mechanism of the formation of inverted population in CO2 molecules.

After defending his diploma in 1971, he became a graduate student at the Physics Department of Moscow State University in the group of Academician R.V. Khokhlova.

There, at the physics department, V. Panchenko defended his Ph.D. thesis. After his defense, Vladislav Yakovlevich remains to work at the Moscow University in the department; for 10 years he teaches general physics and continues to engage in science. V. Panchenko worked on the problem of nonlinear relaxation processes, studied the spectroscopy of ozone molecules, the kinetics of formation and destruction in the atmosphere, new types of lasers, and issues of laser isotope separation. He took part in the first theoretical work on new methods of laser isotope separation. He began researching the possibilities of converting broadband solar radiation into coherent laser radiation and creating solar-pumped lasers.

During the same period, works appeared in which models of laser effects in the upper atmospheres of Venus and Mars were built. These works explained the experimental results obtained at NASA.

Vladislav Yakovlevich Panchenko spent 1982–1983 in Italy, where he completed a course at the University of Perugina for foreigners in Italian and went to work at the University of Pisa at the Faculty of Physics. He worked on methods for producing terahertz radiation (a type of electromagnetic radiation whose frequency spectrum is located between the infrared and ultrahigh-frequency ranges). After returning to Moscow, he continued to work at the physics department of Moscow State University.

In 1985, Vladislav Yakovlevich Panchenko received an invitation from the vice-president of the USSR Academy of Sciences, academician Evgeny Pavlovich Velikhov, whom he met as a student, working on the council of young scientists of Moscow State University, to transfer to the institute that had just opened in Troitsk. It was the Research Center for Technological Lasers of the USSR Academy of Sciences, which was created on the initiative of academicians A.P. Alexandrova and E.P. Velikhova

At first, this Center was located only in Troitsk, but construction work, after a long selection of a site, began in Shatura. Vladislav Yakovlevich takes charge of the theoretical department. Soon he is appointed deputy director for science.

In 1990 V.Ya. Panchenko is defending his doctoral dissertation at the Physics Department of Moscow State University.

In 1992, he became acting director of the Technological Lasers International Scientific and Technical Complex. But soon the state stops funding MNTK. Under these conditions, it was necessary to look for ways to survive for the existing team of scientists and specialists. And here Vladislav Yakovlevich’s talent showed itself. He managed to preserve the most important thing - the scientific and technological chains that were developed and made at the Center.

This made it possible to produce computerized laser systems at the level of world standards. He was looking for a point of application for his team’s efforts in Russia and abroad, and he turned out to be in demand. One of the first, in the late 1990s, Vladislav Yakovlevich Panchenko created the Russian-Indian center “Rus Ind Laser” in the historical center of India, the city of Ahmedabad. The company produced induction furnaces. V.Ya. Panchenko, as part of a joint venture, supplied laser technological systems to India. A laser technology center was created in India, where they worked on a rotational basis for more than two years. Simultaneously with India V.Ya. Panchenko enters into contracts with partners from China, South Korea, and the USA.

In the early 2000s, he held successful negotiations with two of Japan's largest companies. One of them is Yamazaki Mazak Corporation (Yamazaki Mazak, Ltd.) - the largest manufacturer of automatic machine tool lines. A contract was signed to supply a Japanese company with cutting optics. During these same years, a contract was signed with the Japanese company Shin Nippon Koki Co., Ltd..

As part of this contract, a laser was developed and record performance was achieved for high-speed cutting of thick stainless steel, which required the team of the V.Ya. Panchenko consolidation of internal forces.

This allowed the Research Center (which, after transformations, became known as the Institute for Problems of Laser and Information Technologies of the Russian Academy of Sciences - IPLIT) not only survive and earn decent money, but also retain a team of highly qualified specialists.

In 1994, Vladislav Yakovlevich Panchenko was awarded the academic title of professor. In 1997, his merits were awarded the title Honored Scientist of the Russian Federation. And in 2000 V.Ya. Panchenko was elected corresponding member of the Russian Academy of Sciences. In 2008, Vladislav Yakovlevich Panchenko became a full member (academician) of the RAS.

Academician V.Ya. Panchenko is responsible for a large number of avant-garde works on the use of lasers in medicine. He was a “pioneer” in this area: he developed innovative laser information technologies and created a system for the remote production of individual implants and biomodels using tomographic data from a preoperative examination of patients transmitted via the Internet to a digital additive manufacturing center.

After much work in this direction, original domestic rapid prototyping systems were created - laser stereolithography systems, 3D printers, systems for selective laser sintering of micro and nanopowders, purification systems in supercritical fluids.

In 2009, Vladislav Yakovlevich Panchenko was awarded the State Prize of the Russian Federation in the field of science and technology.

Vladislav Yakovlevich developed and implemented preoperative biomodeling technologies in the field of neurosurgery, oncology, and maxillofacial surgery, which have proven themselves very well. Several thousand operations were performed in dozens of clinics in various regions of Russia.

The effect of preliminary planning of operations using individual biomodels was manifested in a significant reduction in the duration of the operation, which is especially significant for pediatric patients, whose permissible time under general anesthesia is strictly limited, an improvement in quality indicators, which leads to a decrease in the rehabilitation period, and a reduction in the cost of such operations .

V.Ya. Panchenko has a priority in the research and creation of systems for transmyocardial laser revascularization (restoration of blood vessels in any area of ​​tissue or organ, the vascular network of which was destroyed by an inflammatory, necrotic or sclerotic process) on a beating heart, replacing (or complementing) coronary artery bypass surgery . The system is based on a powerful infrared laser with high-quality radiation originally developed by IPLIT RAS and an information monitoring and control system that synchronizes the operation of the laser with the patient’s cardiac cycle.

More than 1000 successful operations were performed using the Perfokor series installations at the Scientific Center for National Economy and Economy named after. A.N. Bakulev and MONIKA named after. S.V. Vladimirsky.

Under the leadership of Vladislav Yakovlevich, an intelligent laser surgical system called “Lancet M” was created, which in real time determines the type of biotissue to be removed and thereby the boundaries of the operated area (developed together with the legendary KBP named after A.G. Shipunov). The system opens up fundamentally new opportunities for performing low-traumatic and organ-preserving operations, primarily in oncology and neurosurgery. It was developed jointly with the legendary KBP named after. A.G. Shipunova.

Academician V.Ya. Panchenko and his colleagues developed and created an adaptive optical system for ophthalmology (fundus camera and adaptive real-time abberometer), which allows recording images of the retina of the human eye with submicron resolution and measuring high-order deviations from the norm.

The resolution of the device turned out to be 3–5 times higher than that of the best foreign analogues, which, for example, made it possible to increase the frequency of detection of signs of retinal diseases by 1.5–2 times. This system has successfully passed clinical trials at the State Research Institute of Eye Diseases of the Russian Academy of Medical Sciences, Moscow Medical Academy named after. THEM. Sechenov, MNTK "Eye Microsurgery" and clinics in the USA.

Developments in the field of medicine are the product of 10–15 years of research conducted by Vladislav Yakovlevich in the field of information technology, nonlinear optics, medical physics, and photonics.

Academician Vladislav Yakovlevich Panchenko makes a noticeable contribution to the development of the National Research Center “Kurchatov Institute”. He is the director of the Institute of Molecular Physics of the National Research Center "Kurchatov Institute", the scientific director of the directions "Photon Technologies" and "Laser and Information Technologies" of the Federal Research Center "Crystallography and Photonics" of the Russian Academy of Sciences.

By order of June 9, 2008, the Chairman of the Government of the Russian Federation, Vladimir Putin, appointed Academician of the Russian Academy of Sciences Vladislav Panchenko as Chairman of the Council of the Russian Foundation for Basic Research (RFBR).

The fund is a significant figure in the entire system of supporting fundamental research in Russia. Today, this is one of the few organizations that sets fairly large research tasks, formulates them, creates programs and promptly opens funding. Created in 1931, Giredmet was the main supplier of materials for the creation of Europe's first nuclear reactor, F-1. The main owner of Giredmet is the Rosatom structure, JSC Atomenergoprom.

"Pharmingengineering", according to the Unified State Register of Legal Entities, was founded in 2010 by the company "BRT-management". It, in turn, was created by the Technology Development Bank - at the time of the revocation of the license in 2016, the main shareholder of the bank was State Duma deputy Alexey Chepa. According to SPARK, since 2013, Leadwork Limited and Carlson Lift became the owners of Farmengineering in equal shares, the latter was managed by Management Company. The shareholder of this management company is the ex-wife of Rosneft chief executive officer Igor Sechin, Marina, sources in the Moscow mayor’s office said. An acquaintance of Sechina confirms: “Management” represented the interests of one of the shareholders of “Pharming Engineering”, but now has nothing to do with the project. The reason for the problems with the implementation of the investment contract was an internal corporate conflict in Farmengineering, says Vedomosti’s interlocutor.

In the decision of the Moscow Arbitration Court dated July 17, 2018, Leadwork Limited is indicated as the sole shareholder of Pharmingengineering, and Yakov Panchenko, co-owner of the Russian business of Stockmann, is named as its owner. At the end of 2017, the Rambler News Service agency reported on Panchenko’s purchase of the Giredmet site. The businessman himself confirmed this.

As follows from the materials of the proceedings between Giredmet and Farmengineering, in March 2018, the Moscow Arbitration Court terminated the lease agreement for a plot in Bolshoy Tolmachevsky Lane on the basis of the debt the investor had - we are talking about at least 1 billion rubles. Panchenko himself wanted to pay off the debt, but the court considered the contract had already been terminated and returned the money to the businessman. In addition, back in June 2017, Giredmet sent a notice to Farmingengineering that the investment contract between the parties was declared terminated, however, the Moscow Arbitration Court declared the refusal of the investment contract invalid. Since April, “Giredmet” has been trying to break the contract with “Pharmingengineering” through the court, but so far the lawsuit remains without progress, as follows from the case file.

The contractual relationship between the parties can be considered terminated, says Rustam Kurmaev, managing partner of Rustam Kurmaev and Partners: the courts stated that the parties entered into a simple partnership agreement, and such an agreement can be terminated in the event of a reorganization of one of the parties. In 2014, Farmengineering was reorganized by spinning off Investproekt-M CJSC from it, as follows from court documents. Both decisions entered into force; if they are not canceled by the cassation court, this will apparently be the end of it, sums up Kurmaev. Managing partner of Law and Business Management Company Alexander Pakhomov and Marina Filippova from Amulex agree with him. For the same reasons, they assess the chances of resolving the dispute in favor of Farmengineering as unlikely.

A Rosatom representative declined to comment. The request to Giredmet remained unanswered. A representative from Pharmingengineering could not be reached for comment. Representatives of Panchenko and Management Company did not answer questions.

Colliers International partner Vladimir Sergunin calls the site in Bolshoi Tolmachevsky Lane extremely attractive for investors. He estimates the costs of building a residential complex there at 2.3–2.6 billion rubles, and the proceeds from the sale of apartments at 8–10 billion rubles.

What will happen to Tretyakov is not yet clear. A source close to Farmengineering says that the parties can still sign a settlement agreement and jointly implement the project. Giredmet may put the site up for auction, one of the bidders for the project believes. According to three consultants, Tretyakov was interested in Vesper, Regions Group of Companies and the Stolichnoye Podvorye company (owned by VEB and businessman Stanislav Gromov). Gromov confirmed that his company made an offer to Rosatom to purchase the project. Vesper is considering several sites for purchase, including a project on Bolshoy Tolmachevsky Lane, the group’s representative said briefly. A representative of the Regions Group of Companies did not confirm interest in the project.-
