1. GENERAL PROVISIONS

1.1. This regulation regulates the activities of the preschool educational institution Lizinovsky kindergarten (hereinafter referred to as the preschool educational institution), which is a structural unit of the municipal government educational institution Lizinovskaya secondary school of the Rossoshansky municipal district of the Voronezh region (hereinafter referred to as the Institution).

1.2. The preschool educational institution Lizinovsky kindergarten of the Rossoshansky municipal district of the Voronezh region was created in accordance with the CivilcodeRussian Federation, Budgetarycode Russian Federation, Federalby law"About non-profit organizations"by lawof the Russian Federation "On Education" and according to the Resolution of the Head of Administration of the Rossoshansky Municipal District of the Voronezh Region No. 2343 dated December 28, 2007, it is a structural subdivision of the municipal government educational institution Lizinovskaya Secondary School of the Rossoshansky Municipal District of the Voronezh Region, which is located in the school building. The direct supervision and management of the structural unit is carried out by the director of the MKOU Lizinovskaya secondary school.

1.3. Preschool educational institution Lizinovsky kindergarten is not a legal entity..

1.4. Location of the structural unit:

1.5. The leadership, management and financial support of the structural unit is carried out by the head of the Institution.

1.6. The structural unit in its activities is guided by the School Charter, these Regulations and other regulations.

1.7. The structural unit carries out educational activities, care and supervision of children, selection of implemented preschool education programs, formation of groups as approved by the head of the Institution.

1.8. Medical care for pupils in the structural unit is provided by health authorities.

1.9. The structural unit creates safe conditions for training, education of pupils, supervision and care of children, their maintenance in accordance with established standards, ensuring the life and health of pupils and employees of the structural unit.

1.10. The organization of catering in the structural unit is entrusted to the Institution. Control over the quality, variety, fortification of dishes, the yield of dishes, and the taste of food is assigned to the senior educator of the structural unit.

2. GOALS, OBJECTIVES AND SCOPE OF ACTIVITY

STRUCTURAL DIVISION

2.1. The structural unit carries out its activities in accordance with the subject and objectives of the activity determined by the current legislation of the Russian Federation, laws and regulatory legal acts of the Voronezh region, regulatory legal acts of the Rossoshansky municipal district and these Regulations.

2.2. The purpose of the structural unit is the comprehensive formation of the child’s personality, taking into account the characteristics of his physical and mental development, individual capabilities and abilities, preparation for school, development and improvement of the educational process, implementation of additional measures of social support for students and employees of the Institution.

2.3. The preschool educational institution provides education, training and development, supervision, care and health improvement for children. Creates conditions for the implementation of the right guaranteed to citizens of the Russian Federation to receive public and free preschool education.

2.4. The subject of activity of the structural unit is:

Implementation of basic and additional general education programs for preschool education;

Performing work, providing services, performing functions in order to ensure the implementation of the powers of the Founder in the field of education, as part of the implementation of the basic general education program of preschool education, in accordance with current legislation.

Implementation of additional educational programs;

Education, training, development, supervision, care, health improvement of children aged from two months to seven years:

Medical activities to achieve the goals and objectives of the institution:

Provision of paid additional educational services.

2.5 The main objectives of the preschool educational institution are:

  • protecting the lives and strengthening the physical and mental health of children;
  • ensuring the intellectual, personal and physical development of the child;
  • formation and development of the general personality culture of students;
  • implementation of the necessary correction of deviations in the child’s development;
  • introducing children to universal human values;
  • adaptation of the child’s personality to life in society;
  • interaction with the family to ensure the full development of the child;
  • ensuring the self-determination of the individual, creating conditions for his self-realization;
  • ensuring that students develop a picture of the world that is adequate to the modern level of knowledge and the level of the educational program (level of study);
  • integration of the individual into national and mass culture;
  • formation of a person and citizen integrated into modern society and aimed at improving this society;
  • creating a basis for awareness of choice in the development of professional educational programs, reproduction and development of the human resources potential of society.

2.6. To achieve its goals, the structural unit carries out the following activities:

  • carries out education, training and development, supervision, care and health improvement of children;
  • creates conditions for the realization of the right guaranteed to citizens of the Russian Federation to receive public and free preschool education, giving priority to the cognitive-speech, physical, artistic-aesthetic, social-personal areas of children’s development;
  • creates conditions to ensure the physical, mental and somatic health of children, an appropriate subject-spatial environment for their upbringing;
  • carries out other types of activities that do not contradict the status, type, type and objectives of the Institution and the current legislation.

2.7. The structural unit is independent in choosing a program from a set of variable programs recommended by state education authorities, making changes to them, as well as developing its own proprietary programs in accordance with the federal state educational standard for preschool education.

2.8. To achieve its goals, a structural unit has the right:

  • implement basic educational programs of preschool education in accordance with the license;
  • implement additional educational programs for preschool education in accordance with the license;
  • choose forms, means, methods of education, teaching aids and materials;
  • implement additional programs and provide additional educational services, including paid ones, outside the main compulsory programs in accordance with the license;
  • attract additional financial sources through the provision of paid services, voluntary donations, targeted contributions from individuals and legal entities;
  • establish a maximum load for children during classes that meets sanitary standards;
  • establish the sequence and duration of children’s activities, the balance of its types, based on the conditions of the Institution and the content of the educational programs being implemented.

2.9. The structural unit, in accordance with the procedure established by the legislation of the Russian Federation, is responsible for:

Full implementation of basic general education and additional preschool education programs;

The quality of implemented educational programs;

Correspondence of the used forms, methods and means of organizing the educational process to the age, psychophysical characteristics, inclinations, abilities, interests and needs of children;

Life and health of pupils during the educational process.

3. ORGANIZATION OF THE EDUCATIONAL PROCESS.

3.1. The content of the educational process in a structural unit is determined by the educational program of preschool education, developed, adopted, and implemented by it independently in accordance with the requirements of the federal state educational standard of preschool education for the structure of the main general education program of preschool education. The institution is independent in carrying out the educational process within the limits established by the legislation of the Russian Federation, these regulations and the Charter of the Institution.

3.2. Educational programs in the structural unit are implemented taking into account the age and individual characteristics of children.

3.3. In its activities, the preschool educational institution implements basic general education programs for preschool education in accordance with the license.

3.4. The structural unit in its activities implements additional general educational programs for preschool education of various directions in accordance with the license.

3.5. The structural unit is independent in choosing a program from a set of variable programs recommended by state education authorities, making changes to them, as well as developing its own (author’s) programs in accordance with the federal state educational standard for preschool education. The institution creates conditions to ensure the physical, mental and somatic health of children, creates an appropriate subject-spatial environment.

3.6. Children are raised and educated in Russian.

3.7. The main structural unit of a structural unit is a group. The number of groups is determined by the Founder based on their maximum capacity. Maximum occupancy is determined by current legislation.

3.8. The organization of the educational process in the structural unit is carried out in accordance with educational programs, class schedules and daily routine. The institution, as of September 1 of each year, develops an annual calendar schedule of classes that corresponds to the educational programs being implemented and the age characteristics of the children. The mode regulates the duration of training, the maximum amount of load on children during classes, and other important aspects. The calendar regime is coordinated and approved by the Founder and the Rospotrebnadzor authorities.

The Founder does not have the right to change the curriculum, class schedule, schedule of the Institution after their approval, except in cases provided for by the legislation of the Russian Federation.

3.9. The institution sets the duration of training and the maximum amount of workload for children during classes.

3.10. The maximum permissible weekly educational load, including additional education classes, for preschool children is:

For toddlers from 1 year to 3 years – no more than 1.5 hours per week, lasting no more than 8-10 minutes in the first and second half of the day;

For young children from 1 year 6 months to 3 years, no more than 10 lessons per week lasting no more than 8-10 minutes (it is allowed to conduct one lesson in the first half of the day and one lesson in the second half of the day in the warm season, the maximum number of lessons is carried out during walks)

in the younger group (children of the fourth year of life) - 11 lessons;

in the middle group (children of the fifth year of life) - 12 lessons;

in the older group (children of the sixth year of life) - 15 lessons;

in preparatory (children of the seventh year of life) - 17 lessons.

3.11. The maximum permissible number of classes in the first half of the day in the junior and middle groups should not exceed two classes, and in the senior and preparatory groups three. Their duration for children of the 4th year of life is no more than 15 minutes, for children of the 5th year of life - no more than 20 minutes, for children of the 6th year of life - no more than 20 minutes, and for children of the 7th year of life - no more than 30 minutes. In the middle of classes it is necessary to conduct physical education. Breaks between classes should be at least 10 minutes. Classes for children of senior preschool age in the afternoon can be held after naps, but not more than two or three times a week. The duration of classes is no more than 20-30 minutes, depending on the age of the children, if they are statistical in nature. In the middle of the lesson there is a physical education session. Such classes are held on days with the highest performance of children (Tuesday, Wednesday).

3.12. Additional education classes (studios, clubs, sections) cannot be conducted at the expense of the time allotted for walking and napping; their number per week should not exceed two:

in the younger group (children of the fourth year of life) - no more than 1 time, no more than 15 minutes;

in the middle group (children of the fifth year of life) - no more than 2 times, no more than 25 minutes;

in the older group (children of the sixth year of life) - no more than 2 times, no more than 25 minutes;

in preparatory (children of the seventh year of life) - no more than 3 times, no more than 30 minutes.

A child has the right to study in several associations and change them.

3.13. In the middle of the school year (January) for children of preschool groups, week-long holidays are organized, during which aesthetic, physical education and health classes, entertainment, and leisure activities are held.

3.14. A structural unit in its educational program independently develops, reflects and applies: a system of assessments, incentives, their type, both during classes and during intermediate certification, forms and procedures for monitoring children’s achievements of planned results, the completeness of their mastery of the educational program in a preschool institution . Monitoring is based on proven methods, recommendations and practical developments in accordance with current regulatory rules.


3.15. The frequency of issuing grades, their type of incentives, the type of intermediate certification, the forms and procedure for its implementation are established by the educational institution independently.

3.16. A mandatory requirement for the assessment system is: an integrated approach to assessing the final and intermediate results of mastering the educational program; ensuring the possibility of assessing the dynamics of children's achievements; balance of methods; do not lead to overwork of pupils; do not disrupt the course of the educational process.

3.17. The structural unit operates on a five-day work week from 07:00 to 17:30.

Weekends: Saturday, Sunday, holidays. Institution work hours: 10.5 hours a day with a 5-day week.

3.18. Medical care for children is provided by health authorities in accordance with the agreement. Medical personnel, along with the administration of the Institution, are responsible for the health and physical development of children, carrying out therapeutic and preventive measures, compliance with sanitary and hygienic standards, regime and ensuring the quality of food. The institution is obliged to provide premises with appropriate working conditions for medical workers, to monitor their work in order to protect and strengthen the health of children and employees of the institution.

3.19. Employees of a structural unit are required to periodically (once a year) undergo a medical examination at the expense of the Founder.

3.20. The organization of catering in the structural unit is entrusted to the Institution. The institution provides balanced meals for children 3 times a day in accordance with their age according to standards, in accordance with state sanitary epidemiological rules and regulations, budgetary and extra-budgetary funding. Food products are supplied in accordance with quality certificates, with permission from Rospotrebnadzor services for their use.

4. EQUIPMENT OF STRUCTURAL DIVISION

4.1. General requirements for the admission of citizens to the Institution are regulated by the Federalby law dated December 29, 2012 No. 273-FZ “On Education in the Russian Federation”, other federal laws, Model Regulations on an educational institution. The admission procedure is regulated by the Rules for Admission to a Preschool Institution, which do not contradict current legislation, these regulations on the preschool educational institution and the Charter of the Institution.

4.2. The preschool educational institution accepts children living in the territory of the Rossoshansky municipal district, aged from 2 months to 7 years, depending on the type of preschool educational institution, in the absence of contraindications for health reasons, the number of places provided in the child care institution.

4.3. In accordance with the admission rules, parents submit the following documents:

  • application of parents (legal representatives), persons replacing them addressed to the head;
  • child's birth certificate;
  • the child’s medical record, or a conclusion on the possibility of staying in a preschool institution;
  • parent’s passport, or a document confirming the establishment of guardianship, trusteeship and giving the authority to protect the interests of the child;
  • direction of the department of education and youth policy of the administration of the Rossoshansky municipal district.

Consent of parents (legal representatives) to the processing of personal data.

When admitting a child to the Institution, the latter is obliged to familiarize parents (legal representatives) with the Charter of the Institution, these regulations, a license to conduct educational activities, a certificate of state accreditation, the basic general education program and other documents regulating the organization of the educational process.

The relationship between the Institution and parents (legal representatives) is governed by these regulations and the agreement. The agreement includes the mutual rights, obligations and responsibilities of the parties arising in the process of training, education, development, supervision, care and health of children, establishes the duration of the child’s stay in the Institution, calculation of the amount of fees charged to parents (legal representatives) for the maintenance of the child in the Institution, taking into account the number of days of visitation, the right of parents to receive a compensatory part of the fee charged for the maintenance of the child, etc.

4.4 Admission of a child to an educational institution is formalized by an order from the institution.

4.5. Children with disabilities and disabled children are accepted and transferred to compensatory, recreational and combined groups in various combinations of preschool educational institutions only with the consent of their parents (legal representatives) on the basis of the conclusion of a psychological, medical and pedagogical commission. When admitting children with disabilities and disabled children to preschool educational institutions of any type, the preschool educational institution is obliged to provide the necessary conditions for organizing correctional work.

4.6. The priority right to be assigned to the Institution is enjoyed by categories of citizens whose benefits are established by law.

4.7. Pupils retain a place in the Institution for the period of absence due to illness, sanatorium treatment, quarantine, or the next vacation of parents.

4.8. Expulsion of pupils from the Institution is carried out in accordance with the application of the parents (legal representatives), as well as in the presence of a medical report on the state of health of the child, which does not allow the opportunity to attend the Institution, on other grounds established by current legislation.

4.9. Discipline in the structural unit is maintained on the basis of respect for the human dignity of pupils and preschool staff. The use of physical and mental violence against students is not permitted.

4.10. Parents or legal representatives of pupils are provided with the opportunity to familiarize themselves with the progress and content of the educational and educational process in the structural unit.

4.11. The recruitment of groups of pupils of a structural unit, their number and age categories of children is carried out as of September 1 of each year.

4.12. The contingent of students is formed in accordance with their age and type of institution. The number of age groups is determined depending on sanitary standards and conditions of the educational process, the maximum occupancy rate adopted when calculating the budget financing standard, the norms and control standards specified in the license.

4.13. The institution has the right to form groups of pupils, both on a same-age and multi-age basis, preschool and early age day care groups.

4.14. In multi-age groups with a general developmental focus, the maximum capacity is if there are children in the group:

  • two ages (from 2 months to 3 years) - 8 children;
  • any three ages (from 3 to 7 years) - 10 children;
  • any two ages (from 3 to 7 years) - 15 children.

5. FINANCIAL AND ECONOMIC ACTIVITIES OF THE STRUCTURAL DIVISION

5.1. Financing and logistical support for the activities of a structural unit through the Establishment is carried out by the Founder.

5.2. Additional funding and logistical support for the structural unit is possible from other legal sources.

5.3. The source of formation of financial resources are:

Funds of the Founder, gratuitous or charitable funds;

Other sources in accordance with the Legislation of the Russian Federation.

5.4. The structural unit, through the Institution, undertakes to use the property provided to it by the Founder to carry out its activities only for its intended purpose, and is responsible for the safety and effective use of municipal property assigned to it under the right of operational management and allocated financial resources.

5.5. The founder has the right, at any stage of the activity of a structural unit, to demand from the administration of the Institution a report for the use of property and financial resources provided to the structural unit.

5.6. A structural unit does not have the right to enter into transactions, the possible consequences of which are the alienation or encumbrance of property acquired with funds allocated to the Establishment by the Founder; alienate, pledge, lease or otherwise dispose of municipal property.

5.7. Confiscation or alienation by the Founder of municipal property provided to a structural unit is permitted in the manner prescribed by the legislation of the Russian Federation.

6. MANAGEMENT PROCEDURE

STRUCTURAL DIVISION

6.1. Management of the structural unit is carried out in accordance with the legislation of the Russian Federation, these regulations and is based on the principles of collegiality and unity of command.

6.2. The sole executive body of a structural unit is the head of the Institution, who carries out the current management of the activities of the structural unit.

6.3. In the kindergarten, collegial governing bodies are formed, which include the general meeting of kindergarten employees, the Pedagogical Council, and the Supervisory Board.

The collegial bodies include all employees of the structural unit.

Decisions made within the competence of collegial self-government bodies that do not contradict current legislation are mandatory for all employees of a structural unit.

6.4. The relationship between the Institution and the structural unit is determined in accordance with the legislation of the Russian Federation within the framework of its competence.

6.4.1. Competence of the Institution:

Develops and adopts regulations on the structural unit, amendments (additions) to it, a new edition of the regulations, and other local regulations;

Provides material and technical support for the educational activities of the structural unit; - presents to the Founder and the public an annual report on the receipt of financial and material resources of the structural unit;

Recruits employees to the structural unit;

Approves educational programs of the structural unit;

Makes, in agreement with the Founder, decisions on the renaming, creation, liquidation and reorganization of a structural unit:

Exercises control over the safety and effective use of property transferred to the structural unit;

6.4.2. Competence of the structural unit:

Carry out educational activities in accordance with the main activities of the kindergarten and the kindergarten curriculum;

Nominates candidates for employment, placement of personnel;

Participates in the development of local regulations for kindergartens and educational programs;

Ensures compliance with sanitary, hygienic and fire safety requirements, creates the necessary conditions for catering in accordance with current regulations of the Russian Federation, carries out work to protect and promote the health of children and workers;

Provides safe working conditions;

Exercises other powers provided for by the current legislation of the Russian Federation and decisions of local government bodies.

6.5. The senior teacher is responsible for the work of the structural unit to parents, the kindergarten and the state in accordance with the functional responsibilities provided for by the qualification requirements, the employment contract and these regulations.

7. RIGHTS AND OBLIGATIONS OF PARTICIPANTS

EDUCATIONAL PROCESS.

7.1. Participants in the educational process are children, their parents (legal representatives), teaching staff, and educational staff. The relationships between the participants are built on the basis of cooperation, respect for the child’s personality and giving him freedom to develop in accordance with his individual characteristics.

7.2 The rights of the child are protected by the international Convention on the Rights of the Child, adopted by the UN General Assembly, the current legislation of the Russian Federation, as well as an agreement between the Institution and the parents (legal representatives) of the child.

7.3. Each child is guaranteed: protection of life and health, protection from all forms of physical and mental violence, protection of his dignity, satisfaction of needs for emotional and personal communication, satisfaction of physiological needs for nutrition, sleep, rest, etc. in accordance with his age and individual developmental characteristics, the development of his creative abilities and interests, receiving assistance in correcting existing developmental disorders, education in accordance with the federal state educational standard of preschool education, training in the basic general education program of preschool education and additional educational programs, receiving additional paid educational services, providing equipment, games, toys, teaching aids.

7.4. Parents (legal representatives) have the right:

  • take part in the work of a structural unit, the Pedagogical Council, be present in the group that the child attends, on the terms determined by the agreement between the Institution and parents (legal representatives), hear reports from the senior educator and teachers on working with children, terminate the agreement between the Institution and parents ( legal representatives), protect the rights and interests of the child, make proposals for improving work with children, including the organization of additional paid educational services, demand respectful treatment of the child, provide assistance in the development of the Institution, receive compensation for part of the fee for keeping the child in the Institution in in accordance with the legislation of the Russian Federation.

7.5. Parents (legal representatives) are obliged to:

Lay the foundations for the physical, moral and intellectual development of a child’s personality in early childhood;

Pay child support fees in a timely manner in accordance with the established procedure;

Comply with the terms of the agreement concluded between the Institution and parents (legal representatives).

7.6. Teaching staff have the right:

  • to freedom of choice and use of teaching and upbringing methods, teaching aids and materials, textbooks in accordance with the educational program approved by the Institution, methods for assessing the knowledge of students;
  • for pedagogical initiative;
  • for moral and material stimulation of work;
  • to participate in the management of the Institution in the manner prescribed by the Charter;
  • to receive the necessary organizational educational, methodological and material and technical support for their professional activities;
  • for the use of information funds, educational, scientific-methodological, social, medical and other divisions of the Institution in accordance with the collective agreement and (or) other local acts of the Institution;
  • for extended paid leave;
  • for early assignment of a labor pension in the manner established by the legislation of the Russian Federation;
  • for a long leave of up to one year at least every 10 years of continuous teaching work;
  • for professional retraining or advanced training;
  • to participate in professional skills competitions;
  • to protect their professional honor and dignity;
  • for reduced working hours of no more than 36 hours per week;
  • to receive monthly monetary compensation in order to facilitate their provision of book publishing products and periodicals;
  • to receive additional payments, allowances, bonuses and other incentive payments in accordance with the local regulations of the Institution;
  • to appeal orders and instructions of the administration of the Institution in the manner prescribed by the legislation of the Russian Federation;
  • a disciplinary investigation into violations by teaching staff of the Institution of standards of professional conduct, ethics, and the Charter of the Institution can only be carried out upon receipt of a written complaint, a copy of the complaint must be presented to the employee for review;
  • the course of the disciplinary investigation and the decisions made based on its results can be made public only with the consent of the interested teaching worker of the educational institution, with the exception of cases leading to a ban on engaging in teaching activities, related to criminal liability or when it is necessary to protect students;
  • for other social benefits and guarantees established by the Legislation of the Russian Federation.

7.7. Teaching staff are obliged to:

  • perform their official (functional) duties efficiently and conscientiously;
  • participate in the work of the Pedagogical Council, the Council of the Institution;
  • ensure the implementation of approved educational programs;
  • treat the property of the Institution with care, ensure the safety of equipment, offices, laboratories, workshops;
  • comply with professional ethics;
  • ensure high efficiency of the educational process;
  • refrain from actions and statements leading to a deterioration of the moral and psychological climate in the staff of the Institution;
  • not to use educational methods associated with physical and (or) mental violence against the student’s personality;

Teaching staff undergo certification in the manner established by current legislation.

7.8. Employees of educational and support staff of a structural unit have the right to:

Protection of honor, dignity and business reputation;

  • participation in the management of the Institution in the manner prescribed by this charter;
  • election to elected bodies, participation in the discussion and resolution of issues related to the activities of the Institution, including through local government bodies and public organizations;
  • appealing orders and instructions of the Administration of the Institution in the manner prescribed by the legislation of the Russian Federation;
  • obtaining the necessary organizational, educational, methodological and logistical support for their professional activities.

7.9. Employees of the educational and support staff of the Institution are obliged to:

  • comply with the Charter of the Institution, internal regulations;
  • strictly follow professional ethics;
  • perform their assigned functional responsibilities efficiently;
  • undergo mandatory preliminary (upon employment), periodic (during employment) and extraordinary (at the direction of the employer) medical examinations in cases provided for by current legislation;

8. REORGANIZATION AND LIQUIDATION

STRUCTURAL DIVISION

8.1. The activities of a structural unit may be terminated through reorganization or liquidation.

8.2. In case of reorganization or liquidation of a structural unit, this Regulation becomes invalid.

ON APPROVAL OF SAMPLE REGULATIONS ON A STRUCTURAL DIVISION OF AN EDUCATIONAL ORGANIZATION CARRYING OUT EDUCATIONAL AND PRODUCTION ACTIVITIES

In accordance with paragraph 2 of Article 8.1 of the Law of the Krasnodar Territory of July 16, 2013 N 2770-KZ “On Education in the Krasnodar Territory”, in order to increase the efficiency of educational and production activities of educational organizations located on the territory of the Krasnodar Territory, I order:

1. Approve approximate regulations on the structural unit of an educational organization carrying out educational and production activities in accordance with the appendix to this order.

2. 1. General Provisions

1.1. This approximate regulation on the structural unit of an educational organization carrying out educational and production activities (hereinafter referred to as the regulation) was developed in accordance with the Federal Law of December 29, 2012 N 273-FZ “On Education in the Russian Federation”, the Law of the Krasnodar Territory of July 16, 2013 N 2770-KZ "On education in the Krasnodar region".

1.2. This Regulation regulates the educational, production and financial and economic activities of the educational and production unit (hereinafter referred to as the educational unit) of the educational organization of the Krasnodar Territory (hereinafter referred to as the educational organization), ensuring their practical training of students in the profile of the relevant educational program.

1.3. Educational organizations can carry out training and production activities by creating educational, training and experimental, training and production units, student production teams, have subsidiary and educational farms with land plots, greenhouses, agricultural machinery, and livestock.

1.4. UPP carries out the types of activities enshrined in the charter of the educational organization and the license to carry out educational activities, obtained taking into account the specifics of certain types of activities, in the manner established by current legislation.

1.5. UPP does not have a separate personal account and seal.

1.6. UPP does not have separate property and uses in its activities the property of the educational organization, which belongs to it under the right of operational management.

1.7. Fruits, products and income from the use of property under the operational management of an educational organization, as well as property acquired by an educational organization under an agreement or other grounds, are transferred to the operational management of the educational organization in the manner established by current legislation.

2. Goals and objectives of UPP

2.1. The creation of the UPP is intended to contribute to:

High-quality implementation of all stages of labor training and practice, determined in accordance with the requirements for skills and practical experience in each of the subjects, disciplines (modules) of the main educational program in accordance with federal state educational standards, practice programs.

2.1.2. Complete all stages of practice and labor training during:

implementation of basic educational programs within the relevant federal state educational standards;

implementation of basic vocational training programs - vocational training programs for blue-collar professions, white-collar positions, retraining programs for blue-collar workers, white-collar workers, advanced training programs for blue-collar workers, white-collar workers;

implementation of additional education programs (programs for advanced training and professional retraining programs).

2.1.3. Development of a network form for the implementation of educational programs (hereinafter referred to as the network form), which provides the opportunity for students to master an educational program using the resources of several organizations carrying out educational activities, as well as, if necessary, using the resources of other organizations.

2.1.6. The integrity of preparing students to perform basic labor functions.

2.1.8. Formation of collective and individual responsibility for the results of their work.

2.1.9. Connections between practice and theoretical learning.

2.1.10. Ensuring the intended purpose of the material and technical base and equipment of the educational organization.

2.1.11. Using the capabilities of a professional educational organization to provide services, produce and sell its own products to individuals and legal entities, in order to increase income from income-generating activities.

2.1.12. Attracting additional funds from income-generating activities.

3. Organization of activities of the UPP

3.1. General management and control over the activities of the educational organization is carried out by the head of the educational organization.

3.2. Direct management of the activities of the educational institution is carried out by a person appointed by order of the head of the educational organization.

3.3. Employment contracts or civil law contracts are concluded with students involved in the activities of the UPP while undergoing practical training.

3.4. The conditions for students to undergo practical training, the organization of their work and the work of employees in the UPP must fully comply with the sanitary, hygienic, fire safety and other requirements of current legislation.

3.5. Both full-time employees of an educational organization, attracted in accordance with the requirements of the Labor Code of the Russian Federation on the basis of internal part-time work (part-time work), and employees of third-party organizations and enterprises, involved on the basis of external part-time work or on the basis of civil law contracts, take part in the activities of the UPP.

3.6. Labor relations in UPP are regulated by the Labor Code of the Russian Federation and local acts of the educational organization.

3.7. Employees engaged in the activities of the UPP, on the basis of an employment contract, are subject to the rights and obligations enshrined in local acts of the educational organization, including a collective agreement, job descriptions, internal labor regulations, fire safety rules, occupational safety rules taking into account the specifics of work .

3.8. The activities of the UPP are organized and planned taking into account curricula, programs and schedules.

3.9. The use of the network form of implementation of educational programs is carried out on the basis of an agreement between organizations in accordance with Article 15 of the Federal Law of December 29, 2013 N 273-FZ “On Education in the Russian Federation”.

To organize the implementation of educational programs of a certain level, type and focus using a network form by several organizations engaged in educational activities, such organizations also jointly develop and approve educational programs.

The agreement on the network form of implementation of educational programs specifies:

1) type, level and (or) focus of the educational program (part of an educational program of a certain level, type and focus), implemented using a network form;

2) the status of students in organizations specified in Article 15 of the Federal Law of December 29, 2013 N 273-FZ "On Education in the Russian Federation", the rules for admission to study in an educational program implemented using a network form, the procedure for organizing academic mobility of students ( for students in basic professional educational programs) mastering an educational program implemented using a network form;

3) conditions and procedure for carrying out educational activities under an educational program implemented through a network form, including the distribution of responsibilities between organizations specified in Article 15 of Federal Law of December 29, 2013 N 273-FZ “On Education in the Russian Federation”, implementation procedure educational program, the nature and volume of resources used by each organization implementing educational programs through a network form;

4) issued document or documents on education and (or) qualifications, document or documents on training, as well as organizations carrying out educational activities that issue these documents;

4. Financial and economic activities of UPP

4.1. The provision of services to individuals and legal entities for a fee, as well as the sale of goods and products of educational organizations’ own production, is carried out in the manner established by current legislation.

4.2. Prices (tariffs) for services provided by UPP to individuals and legal entities for a fee are formed in the manner established by order of the Ministry of Education and Science of the Krasnodar Territory dated July 2, 2014 N 2950 “On approval of the Procedure for establishing prices (tariffs) for services provided to individuals and legal entities by state institutions of the Krasnodar Territory, under the jurisdiction of the Ministry of Education and Science of the Krasnodar Territory, for a fee."

4.3. Sales of goods and products of our own production are carried out in accordance with current legislation.

4.4. All expenses of the UPP (with the exception of expenses included in the state assignment financed from the regional budget), including wages of employees and students, payment of taxes and fees, are financed from funds from income-generating activities.

4.5. All UPP income from income-generating activities is reinvested in the educational organization:

for the development and improvement of the educational and training-production process;

for the purchase of consumables;

for the development and strengthening of the educational and material base;

for the purchase of fixed assets;

for repairs;

to pay for utilities;

to pay taxes;

for the costs of maintaining and maintaining the premises.

5. Responsibility when organizing the activities of the UPP

5.1. An educational organization is responsible in the manner established by the legislation of the Russian Federation for failure to perform or improper performance of functions within its competence, for the incomplete implementation of educational programs of a certain level, type and focus in accordance with the curriculum, the quality of education, as well as for the life and health of students and workers.

For violation or illegal restriction of the right to education and the rights and freedoms of students, parents (legal representatives) of minor students provided for by the legislation on education, violation of the requirements for the organization and implementation of educational activities, the educational organization and its officials are liable in the manner prescribed by law.

5.2. The head of the educational organization bears personal responsibility for the activities of the educational institution, including for the high-quality implementation of curricula and programs, compliance with deadlines and quality of training.

5.3. Officials of the UPP bear financial liability in cases established by current legislation on the basis of concluded agreements on financial liability.

5.4. Employees of the educational organization, in accordance with Article 21 of the Labor Code of the Russian Federation, are obliged to take care of the property of the educational organization (including the property of third parties located in the educational organization, if it is responsible for the safety of this property), and also immediately notify the administration of the educational organization or to the immediate supervisor about the occurrence of a situation that poses a threat to the safety of such property. For violation of this duty, employees bear responsibility under labor legislation.

4. 5. A branch of an educational organization is created and liquidated in the manner established by civil legislation, taking into account the features provided for by this Federal Law.

6. The adoption by a federal executive body, an executive body of a constituent entity of the Russian Federation or a local government body of a decision on the liquidation of a branch of a state and (or) municipal preschool educational organization or general education organization is carried out in the manner established by parts 11 and 12 of Article 22 of this Federal Law.

7. Branches of federal state educational organizations of higher education are created and liquidated by the founder in agreement with the federal executive body exercising the functions of developing and implementing state policy and legal regulation in the field of higher education.

Management practice shows that it is possible to effectively organize work and exercise control if no more than 8-10 employees are directly subordinate to one manager. Therefore, it is desirable to divide large divisions into smaller structural units:

  • management - departments, services;
  • workshops - sectors, sections;

Firstly , determine the tasks for which a structural unit is being created. The tasks set before him must be real, even if they seem impossible at this stage, but feasible in principle. The main thing is an informal approach to the development of the Regulations. The responsibility for developing Regulations on structural divisions is usually assigned to the organization and remuneration department, and in its absence, to the personnel department or legal department.

1. GENERAL PROVISIONS

(1) Name of the enterprise, organization, institution. The creation of a particular unit depends on various factors. First of all, this is the number of employees. The rationale for creating a unit is usually linked to the standards for the number of employees. They are precisely intended to determine the required number of employees of a particular department, establish job responsibilities, and distribute work among performers. So, for example, in enterprises with an average number of employees over 700 people, an occupational safety bureau is created with a regular number of employees of 3-5 units (including the chief) or a department - with a regular number of employees of 6 units.

At the same time, in a number of enterprises the creation of labor protection departments is allowed with a standardized number of employees of at least 4 full-time units. If we turn to the organizational structure of the federal executive authorities, we can find the following relationship there: the staffing level of a department cannot be less than 20 units, a department’s number cannot be less than 10 units, a department (as part of a department) must not be less than 5 units, a department can’t be less than 2 units .

The management structure cannot include less than 3 departments. It should be noted that the creation of such structural units as departments is typical for state authorities and municipal bodies. In private enterprises, the most common is structuring into departments. The company determines its staffing standards independently.

However, one cannot ignore the fact that the fragmentation of the organizational structure and staffing levels of an enterprise into small units of 2-3 people, whose managers do not have the right to make management decisions, leads to a “spreading out” of the responsibility of managers at all levels for the decisions they make. At the same time, an increase in the degree of responsibility causes a response from department heads, namely demands for increased wages.

Now, about the name of the structural unit. It denotes the main direction of activity. There are several approaches to establishing the names of departments. First of all, these are names that contain an indication of the type of department and its main functional area - for example, “financial department”, “economic planning department”, “department of organization and remuneration”, “personnel department”, etc.

The name of the department can be derived from the names of the positions of the chief specialists heading these departments - for example, “department of the chief technologist”, “department of the chief mechanic”, etc.

At the same time, practice has developed succinct names without indicating the type of unit - for example, “office”, “main accounting”, “archive”.

Being a production division of an enterprise, a workshop can produce various types of products. In this case, the word “workshop” is accompanied by the name of the product, for example, “sausage shop”, or in addition to everything - the main production operation - for example, “workshop for the production of herbal medicines”, “workshop for assembling car bodies”, “shop for bottling vodka ", etc.

It should be noted that the legislation does not strictly regulate the names of the structural divisions of an enterprise. One of the ways to establish the names of departments is the Qualification Directory of Positions of Managers, Specialists and Other Employees, which contains the names of the heads of departments common to all sectors of the economy (heads of departments, heads of laboratories, etc.).

Some help in determining the name can be obtained by contacting the All-Russian Classifier of Worker Occupations, Employee Positions and Tariff Classes, especially since job titles must be established in strict accordance with this classifier. If a structural unit is assigned tasks that correspond to the tasks of two or more departments, this is reflected in the name - for example, “financial and accounting department”, “financial and economic department”, “marketing and sales department”, etc. d.

1. Place of the unit in the structure of the enterprise. A division can be either independent or part of a larger structural unit. 2. The procedure for creating and liquidating a unit. As a rule, a division is created by order of the director of the enterprise. 3. Subordination of the unit. Depending on how independent a unit is, its subordination is determined. I. GENERAL PROVISIONS

1.1. These Regulations have been developed in accordance with the Law of the Russian Federation “On Education in the Russian Federation” No. 273-FZ and determine the activities of the structural unit “Training Center” of the Limited Liability Company “CityMedia” (hereinafter referred to as the Company).

1.2. The structural unit operates in accordance with the Charter of the Company.

1.3. In its activities, the structural division of the Company is guided by federal legislation in the field of regulation of educational activities, as well as regulations and other regulatory legal acts, orders of federal, regional and municipal educational authorities, the Charter of the Company, and these Regulations.

1.4. The structural division of the Company carries out its activities in interaction with other structural divisions of the Company, institutions of the educational system, state and public organizations, based on the profile of its activities.

II. BASICS OF ACTIVITY OF STRUCTURAL DIVISIONS

2.1. A structural unit is created in the Company for the purpose of carrying out pedagogical, educational, organizational, mass, informational, methodological and other activities not prohibited by the Charter of the institution.

The main task of the structural unit is to organize the educational process in the Company at the level of competence of the unit, including the creation of the necessary conditions for the high-quality implementation of educational programs.

2.3. The structural unit of the Company operates on the basis of innovative pedagogical technologies, modern scientific and pedagogical achievements in order to implement additional professional programs and additional general education programs.

2.4. The structural unit carries out methodological, experimental and analytical work aimed at improving the educational process, programs, and helps improve the professional skills of teaching staff.

2.5. The structural unit provides assistance to teachers in the development and implementation of educational programs.

2.6. Teachers included in the structural unit begin work after approval of the educational program and are guided by it in their work with students.

III. ORGANIZATION OF ACTIVITIES OF STRUCTURAL DIVISIONS

3.1. A structural unit of the Company is created, reorganized, or terminates its activities in accordance with the Charter of the Company on the basis of an order of the General Director of the Company.

3.2. The structural division of the Company is multidisciplinary. The structure may change and is approved by order of the General Director of the Company.

3.3. The structural unit operates on the basis of the Company’s long-term and current plans, in accordance with which the structural unit forms and implements its own work plan for the academic year.

3.4. The activities of employees of a structural unit are carried out in accordance with job descriptions approved by the General Director of the Company, which correspond to the qualification characteristics defined for the corresponding positions of teaching staff.

3.5. The structural unit of the Company has documentation in accordance with the nomenclature of the Company’s affairs, the necessary documentation in accordance with the profile and specifics of the activity.

3.6. The structural unit of the Company has the necessary conditions for organizing work: premises that comply with established sanitary and hygienic standards and are equipped with security and fire safety equipment, equipment, materials and technical means.

3.7. The head and employees of the structural unit (in accordance with job descriptions) are responsible for the effectiveness of activities, financial responsibility for the safety of funds and material assets.

IV. MANAGEMENT AND MANAGEMENT OF STRUCTURAL DIVISIONS

4.1. General management of the activities of the structural unit is carried out by the General Director of the Company.

4.2. Direct management and management of the activities of a structural unit is carried out by the head of the structural unit, who is appointed by order of the General Director and acts in accordance with the job description.

4.3. Head of structural unit:

Plans, organizes and controls the educational process;

Responsible for the quality and efficiency of the department;

Represents the activities of the structural unit at pedagogical councils, meetings, conferences;

Provides an increase in the professional level of teaching staff.

4.4. In order to organize activities in a structural unit, the following is carried out:

Meetings of department employees;

Interviews with teachers.

4.5. If necessary, temporary commissions, creative groups, associations, etc. may be created in a structural unit to study and resolve issues of the educational activities of the institution that are within the competence of the structural unit.

4.6. The collegial governing body of a structural unit is the pedagogical council, the activities of which are determined by the regulations on the pedagogical council of the Company.

V. RIGHTS OF STRUCTURAL DIVISION

To perform the functions assigned to it, a structural unit is granted the right to:

5.1. Request from other structural units information, documentation and materials necessary to resolve issues related to the performance of the duties assigned to the structural unit.

5.2. Invite representatives of third-party organizations to resolve issues within the competence of the structural unit.

5.3. Submit proposals on issues within the competence of the structural unit through the manager for consideration by the General Director.

VI. RESPONSIBILITY OF THE STRUCTURAL DIVISION.

6.1 The head of the structural unit and other employees of the unit are responsible for:

$1 - for failure to perform or improper performance of their duties provided for by job descriptions in accordance with current legislation;

$1 - for offenses committed during the period of its activities in accordance with current civil, administrative and criminal legislation;

$1 - for causing material damage - in accordance with current civil, administrative and criminal legislation.

VII. INTERACTION

7.1. Employees of the structural unit, within the framework of their competence, interact with the General Director of the Company, the head of the structural unit, and heads of other structural units on issues of educational activities.

7.2. Employees of the unit also speak and make proposals at meetings, methodological associations, and pedagogical councils on issues of improving educational work.

7.3 Interaction is ensured by agreed educational planning, financial and economic activities for a certain period of time, orders and instructions of the General Director of the Company and the head of the structural unit.

VIII. ABOUT THE CONDITIONS OF ADMISSION TO TRAINING AND EXPUTMENT FROM TRAINING IN ADDITIONAL PROFESSIONAL PROGRAMS, ADDITIONAL GENERAL EDUCATION PROGRAMS

8.1. The following are allowed to master additional professional programs: persons with secondary vocational and (or) higher education; persons receiving secondary vocational and (or) higher education.

8.2. The following persons are allowed to study additional general education programs: persons who have reached the age of 18 years. There are no educational requirements.

8.3. The training center provides training on the basis of an education agreement concluded with the student and (or) with an individual or legal entity that undertakes to pay for the education of the person enrolled in the training. Admission to training is carried out without entrance examinations.

8.4. When submitting an application for training, the customer presents the following documents:

Application (Appendix 1);

A copy of an identity document for an individual - a student;

A copy of the payment receipt.

Other documents upon request of the Training Center.

8.5. A person who is enrolled in additional vocational education programs and additional general education programs by order of the Company, an Agreement is concluded with this person or his representative in simple written form, which contains the following information and conditions:

a) full name and corporate name of the Training Center;

b) location of the Training Center;

c) name or surname, first name, patronymic (if any) of the customer, telephone number of the customer;

d) location or place of residence of the customer;

e) last name, first name, patronymic (if any) of the representative of the Training Center and (or) the customer, details of the document certifying the authority of the representative of the Training Center and (or) the customer;

f) last name, first name, patronymic (if any) of the student, his place of residence, telephone number (indicated in the case of the provision of paid educational services in favor of a student who is not a customer under the contract);

g) rights, duties and responsibilities of the Training Center, customer and student;

h) information about the license to carry out educational activities (name of the licensing authority, number and date of registration of the license);

i) type, level and (or) focus of the educational program (part of an educational program of a certain level, type and (or) focus);

j) form of training;

k) terms of mastering the educational program (duration of study);

l) type of document (if any) issued to the student after he has successfully completed the relevant educational program (part of the educational program);

m) the procedure for changing and terminating the contract;

o) other necessary information.

8.7. Additional professional education is carried out through the implementation of additional professional programs (programs for advanced training and professional retraining programs).

8.8. The implementation of the professional development program is aimed at improving and (or) obtaining new competencies necessary for professional activities, and (or) increasing the professional level within the framework of existing qualifications.

8.9. The structure of the advanced training program should contain a description of the list of professional competencies within the framework of the existing qualifications, the qualitative change of which is carried out as a result of training.

8.10. The implementation of the professional retraining program is aimed at obtaining the competence necessary to perform a new type of professional activity and acquiring new qualifications.

8.11. The content of the additional professional program being implemented must take into account professional standards, qualification requirements specified in qualification reference books for relevant positions, professions and specialties, or qualification requirements for professional knowledge and skills necessary to perform job duties, which are established in accordance with federal laws and other regulations. legal acts of the Russian Federation on public service.

8.12. The professional retraining program is developed by the Training Center on the basis of established qualification requirements, professional standards and the requirements of the relevant federal state educational standards of secondary vocational education for the results of mastering educational programs.

8.14. Forms of training and terms for mastering an additional professional program are determined by the educational program and (or) the education agreement. The period for mastering an additional professional program must ensure the opportunity to achieve the planned results and obtain a new competency (qualification) stated in the program. At the same time, the minimum permissible period for mastering advanced training programs cannot be less than 16 hours, and the period for mastering professional retraining programs cannot be less than 250 hours.

8.15. An additional professional program can be implemented in whole or in part in the form of an internship.

8.16. When implementing additional professional programs, the Training Center may use a form of organizing educational activities based on the modular principle of presenting the content of the educational program and constructing curricula, using various educational technologies, including distance educational technologies and e-learning.

8.17. Additional professional programs and additional general education programs are implemented by the Training Center both independently and through network forms of their implementation.

The educational process at the Training Center can be carried out throughout the entire calendar year.

8.18. The educational activities of students include the following types of educational activities and educational work: lectures, practical and seminar classes, laboratory work, round tables, master classes, workshops, business games, role-playing games, trainings, seminars for the exchange of experience, on-site classes, consultations, implementation certification, diploma, project work and other types of training sessions and educational work determined by the curriculum.

For all types of classroom classes, the academic hour is set at 45 minutes.

8.19. When mastering additional professional professional retraining programs, it is possible to credit academic subjects, courses, disciplines (modules) mastered in the process of previous training in basic professional educational programs and (or) additional professional programs.

The development of additional professional educational programs ends with the final certification of students in the form specified in the curriculum.

8.20. Persons who have successfully completed the relevant additional professional program and passed the final certification are issued qualification documents: a certificate of advanced training and (or) a diploma of professional retraining.

8.21. The qualification indicated in the qualification document gives its holder the right to engage in certain professional activities and (or) perform specific labor functions, for which, in accordance with the procedure established by the legislation of the Russian Federation, mandatory qualification requirements are determined based on the results of additional professional education, unless otherwise established by law. 8.21. Persons who have not passed the final certification or received unsatisfactory results at the final certification, as well as persons who have completed part of the additional professional program and (or) were expelled from the Training Center, are issued a certificate of training or the period of training according to a sample independently established by the Training Center.

The qualification document is issued on a form, a sample of which is established by the Training Center.

8.22. When mastering an additional professional program in parallel with receiving secondary vocational education, a certificate of advanced training and (or) a diploma of professional retraining are issued simultaneously with receipt of the corresponding document on education and qualifications.

8.24. Additional general education programs are carried out through the implementation of additional general education programs - additional general developmental programs, additional pre-professional programs.

8.25. The implementation of an additional general education program is aimed at the formation and development of students’ creative abilities; meeting the individual needs of students in intellectual, artistic, aesthetic, moral and intellectual development; creating a culture of healthy and safe lifestyle, strengthening the health of students; providing spiritual and moral, civil-patriotic, military-patriotic, labor education for students; socialization and adaptation of students to life in society;

formation of a common culture of students; satisfaction of other educational needs and interests of students that do not contradict the legislation of the Russian Federation, carried out beyond the boundaries of federal state educational standards and federal state requirements.

8.26. The forms of education and terms of mastering the additional general education program are determined by the educational program and (or) the education agreement. The period for mastering the additional general education program must ensure the possibility of achieving the planned results stated in the program.

8.27. The student is expelled by order of the head of the Company in connection with the completion of training.

8.28. Early dismissal of a student is made in the following cases:

Absence from classes without a valid reason;

Personal statement of the student;

Failure to comply with the requirements of the additional professional program;

For health;

In case of disrespect towards the employees of the Training Center and (or) other students;

No tuition fees within the terms established by the contract.

8.29. The decision on expulsion is made on the basis of reports from the heads of educational groups, and is made by the head of the Society. This decision must be formalized by order.

8.30. In case of expulsion for reasons beyond the control of the Training Center, tuition fees will not be refunded.
