I. General provisions

1. The qualification characteristics included in the section “Qualification characteristics of positions of employees of territorial bodies of the Federal Migration Service” of the Unified Qualification Directory of positions of managers, specialists and employees (hereinafter referred to as qualification characteristics, UKS) are normative documents intended to substantiate the rational organization of labor, correct selection, placement and use of personnel, ensuring unity in determining the job responsibilities of employees and the qualification requirements for them, as well as decisions made on compliance with positions held during the certification of specialists.

Qualification characteristics reflect the specifics of the activities of employees of territorial bodies of the Federal Migration Service in performing the state function of organizing and maintaining passport, visa and address information work.

The section “Qualification characteristics of positions of employees of territorial bodies of the Federal Migration Service” of the EKS consists of 3 sections: I - “General provisions”; II - "Positions of managers"; III - "Positions of specialists".

2. Qualification characteristics can be used as normative documents or serve as the basis for the development of job descriptions for employees, containing a specific list of their job responsibilities, taking into account the characteristics of the organization of work, as well as the rights and responsibilities of employees.

3. The qualification characteristics of each position contain three sections: “Job responsibilities”, “Must know” and “Qualification requirements”.

The “Job Responsibilities” section establishes a list of basic functions that can be fully or partially entrusted to an employee holding this position.

The “Must Know” section contains the basic requirements for the employee in relation to special knowledge, as well as knowledge of legislative and other regulatory legal acts, regulations, instructions and other documents, methods and means that the employee must be able to use when performing job duties.

The section "Qualification Requirements" defines the level of professional training of the employee necessary to perform the job duties assigned to him, as well as the required work experience.

4. The CES does not include the qualification characteristics of derivative positions (senior and leading specialists). The job responsibilities of these employees, the requirements for their knowledge and qualifications are determined on the basis of the qualification characteristics of the relevant specialist positions contained in the section.

The use of the job title “senior” is possible provided that the employee, in addition to performing the duties prescribed by the position held, supervises the performers subordinate to him. The position of “senior” can be established as an exception and in the absence of performers directly subordinate to the employee, if he is entrusted with the functions of managing an independent area of ​​​​work.

Employees with the job title “leader” are assigned the functions of a manager and responsible performer of work in one of the areas of activity of a structural unit or responsibilities for coordination and methodological management of groups of performers created in departments, taking into account the rational division of labor in specific organizational and technical conditions.

The requirements for the required work experience are increased by 2-3 years compared to the requirements for specialists.

The compliance of the actual duties performed and the qualifications of employees with the requirements of qualification characteristics is determined by the certification commission in accordance with the current regulations on the certification procedure. At the same time, special attention is paid to high-quality and efficient performance of work.

Persons who do not have special training or work experience established by the qualification requirements, but have sufficient practical experience and perform their job duties efficiently and in full, on the recommendation of the certification commission, as an exception, can be appointed to the corresponding positions in the same way as and persons with special training and work experience.

II. Manager positions

Head of the address and reference work department

Job responsibilities. Manages the employees of the address and reference work department. Organizes work on timely and high-quality processing of accounting materials and execution of requests from law enforcement agencies. Executes encrypted telegrams, telegrams and the most complex requests, prepares responses to them. Draws up information certificates, is responsible for the state of the card collection (including closed ones). Takes part in the preparation of normative and methodological documents on migration issues, in holding meetings, seminars, summarizes and analyzes the work experience of employees of the address and reference work department, makes proposals for improving the forms and methods of maintaining and using operational records, and ensures quality control of the work performed by the department. Monitors compliance by employees of the address and reference work department with the regime of secrecy and information protection, labor protection rules, labor and performance discipline, and internal regulations. Makes proposals for rewarding or punishing employees of the address and reference work department, and keeps records of the work they perform.

Qualification requirements. Higher professional (technical, economic, humanitarian) education and work experience in management positions or positions as specialists in areas of professional activity in the field of migration for at least 5 years.

III. Specialist positions

Passport and visa specialist

Job responsibilities. Keeps records of primary information, makes changes to passport and registration documents about citizens of the Russian Federation who have received foreign passports or documents replacing them, who have lost or acquired citizenship of the Russian Federation by decree of the President of the Russian Federation or in another manner, as well as about those who arrived in the country (as in visa and visa-free procedures) foreign citizens and stateless persons, their movements and emergencies that happened to them. Prepares information at the request of government authorities of the Russian Federation, as well as domestic and foreign law enforcement agencies. Fills out accounting documents for received materials, including those from abroad. Monitors incoming documents. Controls the procedure for placing information in the filing cabinet of accounting documentation and removing documents that have lost their meaning. Prepares requests to the executive authorities of the constituent entities of the Russian Federation to clarify and supplement existing accounting information. Monitors the safety and condition of the card stock in the assigned area.

Address and reference work specialist

Job responsibilities. Carries out the formation of address and reference information on the basis of arrival (departure) address sheets received from the structural divisions of the territorial bodies of the Federal Migration Service, compiled during the registration and deregistration of citizens at the place of stay or place of residence within the Russian Federation. Issues an identification document in accordance with the administrative-territorial division, in connection with a change in the name of a settlement, street, house number, apartment and other cases provided for by regulatory legal acts, as well as questionnaires for citizens temporarily residing in hotels, sanatoriums, holiday homes, boarding houses, campsites, tourist centers, and other similar organizations represented by the administrations of these organizations. Provides storage of address and reference information; use of address and reference information in order to identify persons hiding from the bodies of inquiry, investigation and court or evading criminal punishment, missing persons and other categories of wanted persons; providing address and reference information to subjects of legal relations; confidentiality regime and dissemination of information relating to an individual identified or determined on the basis of such information (personal data).

Higher professional (technical, humanitarian, social) education without requirements for work experience or secondary vocational education in the field of professional activity and vocational training according to an established program without requirements for work experience.

Accounting inspector

Job responsibilities. Provides public services for the issuance, replacement and registration of passports of citizens of the Russian Federation, identifying the identity of a citizen of the Russian Federation on the territory of the Russian Federation. Maintains, in accordance with the legislation of the Russian Federation, registration records of citizens of the Russian Federation at the place of stay and place of residence within the Russian Federation, registration of foreign citizens and stateless persons temporarily staying and residing in the territory of the Russian Federation. Conducts state fingerprint registration. Considers, within its competence, letters, applications from citizens, officials, organizations, prepares draft conclusions and responses. Ensures, within its powers, the protection of confidential information. Carries out office work, preparation for submission to the archive and storage of documents in the department in accordance with the instructions for office work and the nomenclature of cases, timely submission of reporting forms to the territorial tax authority. Timely liquidates invalid (old) passports identifying citizens of the Russian Federation. Explains to foreign citizens and stateless persons the procedure for obtaining a temporary residence permit and obtaining a residence permit. Exercises other powers provided for by legislative and other regulatory legal acts of the Russian Federation, the Ministry of Internal Affairs of Russia, and the Federal Migration Service.
