Focus on success

The focus of attention of the world and Russian community is still the Address of the President of the Russian Federation Vladimir Putin to the Federal Assembly, in which agriculture and the problems of rural life found a worthy place.

During his speech, Vladimir Putin drew attention to the significant growth in agricultural production achieved in recent years. On this occasion, he said, in particular:

"Back in the early 2000s, we were seriously dependent on imported food supplies. The situation has changed dramatically. Now we have to take the next step. In just four years, we plan to supply more food to world markets than we import into the country. At the same time, we need to to increase the export of meat products and high value-added goods, as well as to increase the country’s self-sufficiency in beef, milk, and vegetables.

I want to emphasize: the development of the agro-industrial complex is, of course, largely connected with large-scale commodity production, but this should not be to the detriment of the interests of small farms and the people who work in them. We must support family businesses, farmers. We will develop agricultural cooperation and create conditions for income growth for residents of rural areas. Here and there, we see, I know this, some problems break out related to the interests of people and the fact that these interests are affected. We need to be very careful about this.

However, I would like to once again thank the agricultural workers for the record [grain] harvest in the entire history of the country - 134 million tons. Note that this is more than the record harvest in the Soviet Union. The previous achievement was recorded in 1978 - 127.4 million tons. Now we regularly reach harvests of 100 million tons.

It is clear that such a high yield also has a downside. Prices have dropped, and problems with storage and transportation have arisen. To support our producers, until July 1, 2018, preferential tariffs are provided for grain transportation by rail.

It is necessary to work out the extension of this measure, necessarily, for the next grain seasons, as well as to provide for additional purchases in the regions of the Urals and Siberia, remote from the ports, and in general help those who are ready and want to engage in processing locally. The added value needs to be increased. And then further go into livestock farming with this product. We will definitely discuss these and other questions raised by agricultural workers at the upcoming forum of agricultural producers in March and, based on the results, we will formulate additional measures to support the industry.”

But in a number of cases, I simply have to say this today, they clearly got carried away with administrative reforms: they began to close medical institutions in small towns and rural areas They didn’t offer any alternatives, they left people practically without medical care, offering nothing in return: “Go to the city - get treatment there!” I want to say that they forgot about the main thing - about their interests and needs. Finally, about equal opportunities and justice.

This should not be the case in healthcare or any other field. It is necessary to ensure, and where necessary, restore, truly within walking distance in primary healthcare. After all, it can be done, but it had to be done from the very beginning, when they were engaged in transformation.

Now we need to do it as quickly as possible. In settlements with a population of 100 to 2000 people, paramedic and obstetric centers and medical outpatient clinics should be created during 2018–2020. And for settlements where less than 100 people live, we also have these, organize mobile medical complexes, off-road vehicles with all the necessary diagnostic equipment.

It is necessary to keep control over the implementation of these tasks. I consider them extremely important. And I also ask the All-Russian Popular Front to be in contact with citizens and monitor the situation on the ground. At the same time, clinics and medical and obstetric centers, regional healthcare institutions and leading medical centers must be connected into a single digital circuit so that the forces of the entire national healthcare system are involved in helping each person.”

But processing is needed. Our Turkish friends are almost the first in the world in flour production. To a large extent, this is done on our grain. And of course, we need to produce the maximum of products that can be produced here - gluten and so on. There are a lot of products that can be produced locally. And by the way, I repeat, we are subsidizing and will continue to subsidize.

But it’s even better if initially what is produced for grain, say, is aimed at developing livestock farming. This will be the next redistribution, as they say. We need to resolve the beef issue in the coming years to close our own market and increase this production, including for export. I said yesterday that in the very near future we plan to sell more than we buy.

You know, a year and a half ago, I think, or two ago, I said with delight that we sold as much agricultural products as we sold weapons, worth 15 billion dollars. And this year and last agricultural year, we have already sold weapons for the same fifteen, and agricultural enterprises have sold their products to the foreign market for more than 21 billion dollars. That is, the trend is growing.

Of course, we need to recycle. I repeat, we are doing this, but I also mentioned this yesterday, precisely in order to achieve exactly what you are proposing. Workers from regional production enterprises from Western Siberia, Perm, Tatarstan, and the Volgograd region came to compete for the title “Best in Profession.” Professional skills competitions were held in three categories: “Oil and gas production operator”, “Commodity operator”, “Operator of dewatering and desalting plant”. First, there was a test of theoretical knowledge, then practical skills. The weather also made its own adjustments. However, the oil workers, accustomed to working under any conditions, were not at all bothered by either the rain or the wind.

The competition commission was headed by Alexander Maslanov, Deputy General Director - Chief Engineer of RITEK OJSC.

I am glad that such a professional holiday took place in Kotovo, with which everyone was satisfied. If last year we noted how much the number of participants in the all-Ritek competition had increased, then this year we are already talking about the fact that the quality has also increased significantly,” emphasized Alexander Anatolyevich. - It’s one thing to win in your own Chamber of Commerce and Industry, another thing is to successfully perform at all-Ritek competitions. And where the preparation of the best workers for the competition was thorough, with the participation of chief engineers, the competitors coped with all the tasks with dignity. I am confident that if next year we hold a competition for RITEK at the same high level, we will be able to successfully compete at the competition among workers of the LUKOIL Group of Companies. Representatives of Lukoil enterprises in Western Siberia and Perm are always strong there. And it’s nice to note that we have now reached their level at RITEK. Of course, special attention must be paid to the psychological state of the competitor so that he can quickly adapt to an unfamiliar site and adapt to unfamiliar equipment.

In Kotovo, many were surprised by the victory of Alexander Denisov (TsPPN TPP "Volgogradneftegaz") in the nomination "Operator of a dewatering and desalting plant." Before the competition, he had only the third category and had only 2.5 years of work experience in the oil industry.

The OOU operators passed the theory in test mode, and, in fact, the first stage did not solve anything. Everything depended on practice. The representative of the Volgogradneftegaz Chamber of Commerce and Industry received the first number.

On the one hand, starting is always difficult. In addition, the first participant in any competition is evaluated more meticulously. On the other hand, you performed - and that’s it, you can calmly watch the others. Because if you wait a long time for your turn, you can wear yourself out with worries or “burn out,” says Alexander. - Actually, there is nothing special at the competition. During the practical part, you do the same thing as you do every day while working. Really, you're worried. Installation master Nikolai Vasilyevich Dvornikov, preparing me for the competition, said: take your time, be confident and do everything as in everyday work. I tried my best to act. True, there were some mistakes. But he allowed one less than Ravil Galimov from the TatRITEKneft Chamber of Commerce and Industry, who took 2nd place. I know that many people were worried about me. Probably, the energy of everyone who was sick was transferred to me, despite the distance, and ultimately helped me become the first. When I found out the result, the first thing I did was call my mentor and wife Polina. But I realized that I really became the best OOU operator at RITEK OJSC only at the time of the award.

As for the other representatives of the Volgogradneftegaz Chamber of Commerce and Industry, commodity operator Maxim Drobotov took 2nd place, and oil and gas production operator Sergei Drobotov rounded out the top three among oil and gas production operators.

All winners of the professional skills competition will receive a 25 percent salary increase for a year.

In the overall team competition of the Spartakiad, athletes from the Volgogradneftegaz Chamber of Commerce and Industry took first place, UralOil OJSC took second place, and RITEKBeloyarsk Chamber of Commerce and Industry took third place.

The teams of the Volgogradneftegaz Chamber of Commerce and Industry and the RITEKBeloyarskneft Chamber of Commerce and Industry competed for the winner's cup. The final score is 5:1 in favor of the hosts of the Spartakiad. The fans, discussing the progress of the game, noted: “It’s good that the Volgograd team scored the first goal quickly. But when the game doesn’t get better from the very beginning, it’s difficult to win!”

Great responsibility lay on all the players, and not just on me, as the goalkeeper,” Vladimir Kartushin, captain of the Volgogradneftegaz TPP team, told us after the game. - The most difficult match is the final. It is a great honor to win at such an event. Today's victory is the result of our training, where everyone went after work. The average age of players is 30 years. The backbone of the team is made up of Kotovites. Vasily Klochkov, the shift supervisor, is our veteran. Alexander Kotsubnyak, Vladimir Kovalenko, Oleg Serdyukov, who scored the most goals, and I are oil and gas production operators. But Roman Rzyanin is a geologist from the Zhirnovsky oil region. But he quickly joined the team and showed a good game. If the team improves further, it will be able to play even more effectively. Although the main secret of success is probably the cohesion of the team!

Also, the athletes of the Volgogradneftegaz Chamber of Commerce and Industry were the first in beach volleyball (the winning game was that of oil and gas production operators Sergei Shiremetov, Vasily Zyuzin, leading engineer of the oil and gas field development department Alexander Bredis), darts (shift manager of the Center for Oil and Gas Production, Viktor Parnyuk, process pump operator Andrey Shapkin, boiler room operator Nadezhda Ivakhnenko, Sergey Shiremetov).

The award ceremony for the winners took place at the Central Stadium of the city of Kotovo.
