All Russian employing organizations, regardless of their form of ownership and management structure, are required to keep records of employees liable for military service and submit reports to military commissariats. Only individual entrepreneurs are exempt from this need. We write information about people in the reserves in accordance with their ranks. Separately, it is necessary to indicate the number of conscripts and persons of limited fitness in the reserve, as well as data on armor and professions. Employer's liability

Organizations are subject to administrative liability for failure to provide reports on employees. It depends on what kind of violation was committed. In addition, employers are also responsible for failure to notify employees of the call or failure to transfer to them documents received at the company address. Such liability is regulated by several articles of the Code of the Russian Federation on Administrative Offenses:

  • Art. 21.1 of the Code of Administrative Offenses of the Russian Federation for failure to provide information about conscripts - a fine in the amount of 300 to 1000 rubles;
  • Art. 21.2 of the Code of Administrative Offenses of the Russian Federation for failure to notify of a call and failure to ensure the attendance of a working citizen at the military registration and enlistment office - a fine in the amount of 500 to 1000 rubles;
  • Art. 21.4 of the Code of Administrative Offenses of the Russian Federation for the lack of information about persons who are not registered, although they are obliged to do so - a fine in the amount of 300 to 1000 rubles.

Failure to submit reports may be qualified under one of these articles. Therefore, in order not to make a mistake or confuse anything, it is best for the authorized personnel officer to immediately contact the military commissariat at the place of registration of the organization and receive all the sample documents and detailed instructions on how to fill them out correctly. Such interaction is only welcomed by the military.

Organizations, regardless of their form of ownership, must maintain military records of their employees. The purpose of military registration is to ensure in peacetime full and high-quality staffing of the Armed Forces of the Russian Federation, other troops, military formations and bodies, and during periods of mobilization, martial law and wartime, also to meet the needs for human resources of state authorities, local governments and organizations ( Clause 6, Clause 1, Article 8 of the Federal Law of May 31, 1996 No. 61-FZ, Clause 2 of the Regulations Let us present step-by-step instructions for military registration in an organization in 2019. Step 1: appoint responsible persons

Who is responsible for military records in organizations and who maintains them? The head of the organization is responsible for the state of military registration (clause 9 of the Regulations, approved by Government Resolution No. 719 of November 27, 2006). The number of employees appointed responsible for maintaining military records in an organization depends on the number of employees registered with the military. To determine how many employees need to be allocated for maintaining military records, it is necessary to establish the total number of citizens registered with the organization as of December 31 of the previous year (clause 19 of the Regulations, approved by Government Decree No. 719 of November 27, 2006). If an organization has 2 or more employees assigned to conduct military registration, they are combined into a separate unit called the military registration table.

At the same time, the head of the organization must not only appoint employees to maintain military records, but also provide them with specially equipped premises and iron cabinets that would ensure the safety of military registration documents (clause 21 of the Regulations, approved by Government Decree No. 719 of November 27, 2006) .

Step 2: determine the circle of workers subject to military registration

According to the rules for maintaining military registration in organizations in 2019, the following employees are subject to military registration (clause 14 of the Regulations

  • conscripts;
  • persons liable for military service.

— have completed alternative civil service;
— female, having military registration specialties in accordance with the Appendix to the Regulations, approved. Government Decree No. 719 dated November 27, 2006

And for which employees are military records not kept?

Military registration in organizations is not maintained in relation to, in particular, the following employees (clause 15 of the Regulations, approved by Government Resolution No. 719 of November 27, 2006):

  • exempted from military duty in accordance with Federal Law of March 28, 1998 No. 53-FZ “On Military Duty and Military Service”;
  • female workers who do not have a military specialty;
  • permanently residing outside the Russian Federation;
  • workers who have military ranks of officers and are in the reserves of the SVR or FSB.

Step 3: we obtain documents for maintaining military records from conscripts and those liable for military service

Military registration in organizations and filling out personal cards is carried out on the basis of the following documents (clause 25 of the Methodological Recommendations, approved by the General Staff of the Armed Forces of the Russian Federation on July 11, 2017).

What documents should an organization maintain for military registration?

As part of maintaining military records, the organization develops (maintains) the following documents (clause 39 of the Methodological Recommendations, approved by the General Staff of the Armed Forces of the Russian Federation on July 11, 2017):

  • order on the organization of military registration of citizens, including reservation of citizens in reserve;
  • card index of personal cards form No. T-2. In section 2 “Information on military registration” of the employee’s personal card in form No. T-2 (approved by Resolution of the State Statistics Committee of January 5, 2004 No. 1) military registration of conscripts and those liable for military service is maintained;
  • log of inspections of military registration and reservation of citizens in the reserve of the Armed Forces of the Russian Federation;
  • receipts for receiving military registration documents from citizens;
  • official paperwork (a separate matter) on the issues of maintaining military records of citizens and booking citizens in the reserve in the organization;
  • other documents in accordance with the requirements established by federal executive authorities, executive authorities of constituent entities of the Russian Federation, local government bodies and heads of organizations;
  • reference information on military registration, mobilization training and mobilization.

Step 5: we perform and monitor the fulfillment of military registration duties

- inform military commissariats about unspecified corrections, inaccuracies and forgeries found in military registration documents, incomplete numbers of sheets, as well as cases of failure by citizens to fulfill their duties in the field of military registration, mobilization training and mobilization
Responsibilities for collecting, storing and processing information contained in the personal cards of citizens subject to military registration (clause 31 of the Regulations, approved by Government Decree No. 719 of November 27, 2006) — determine citizens who are subject to military registration at their place of work and (or) place of residence, and take the necessary measures to register them with military authorities;
— maintain and store personal cards of citizens registered with the military in the manner determined by the Ministry of Defense of the Russian Federation
Responsibilities for maintaining up-to-date information contained in personal cards, as well as in military registration documents of military commissariats (clause 32 of the Regulations, approved by Government Decree No. 719 of November 27, 2006) — send within 2 weeks to the relevant military commissariats and (or) local government bodies information about citizens subject to military registration and their acceptance or dismissal from work. If necessary, and for conscripts without fail, in order to register for military service at the place of residence or place of stay or to clarify the necessary information contained in military registration documents, notify citizens of the need to personally appear at the relevant military commissariats or local government bodies;
— send within 2 weeks, at the request of the relevant military commissariats and (or) local government bodies, the necessary information about citizens who are registered with the military, as well as about citizens who are not, but are required to be registered with the military;
- submit annually, in September, to the relevant military commissariats lists of male citizens 15 and 16 years of age, and before November 1 - lists of male citizens subject to initial military registration next year;
— check at least once a year the information on military registration contained in personal cards with the information contained in the military registration documents of citizens;
— check at least once a year, in the manner determined by the Ministry of Defense of the Russian Federation, the information on military registration contained in personal cards with the information contained in the military registration documents of the relevant military commissariats and (or) local governments;
- enter into personal cards information about changes in marital status, education, structural unit of the organization, position, place of residence or place of stay, health status of citizens registered with the military, and report these changes to military commissariats within 2 weeks;
- notify citizens about calls (subpoenas) of the relevant military commissariats or local authorities and provide them with the opportunity to timely appear at the places indicated by the military commissariats, including during periods of mobilization, martial law and in wartime

Responsibility for violations in maintaining military records

Current legislation provides for administrative liability in the form of a fine for violation of certain instructions on maintaining military records in organizations. It is imposed on the manager or other official responsible for military registration work.

The responsibilities of the company's personnel service include not only the preparation of documents for the hiring of new employees and the dismissal of previously hired ones, but also some interaction with government agencies.

Interaction between the personnel department and the military commissariat

Federal legislation stipulates that all enterprises in the country are required to promptly inform military commissariats about citizens who are legally liable for military service, hired or dismissed from the enterprise staff.

First of all, such a requirement is related to maintaining the defense capability of the state. Therefore, this matter is quite serious.

The reporting procedure itself and the list of documents required for this are not sufficiently regulated. And personnel service employees, by personally contacting the military registration and enlistment office on behalf of the company, have to clarify such points.

But, nevertheless, some general provisions are provided for by the law, and we will consider them in more detail.

Filling out a report to the military registration and enlistment office on those liable for military service

Dismissal and hiring

The personnel employee is obliged to know which of the enterprise’s employees is liable for military service and is subject to mobilization in the event of war.

For this purpose, when applying for employment, they are asked to present a military ID or other document confirming the citizen’s military duty. The information is not only entered into the employee’s personal card, but must also be transferred to the military commissariat within two weeks.

You should not think that the military registration and enlistment office knows nothing about the newly created company and there is no need to organize military registration. State authorities (tax and military registration and enlistment offices) interact and information about the newly created company is transferred to the military registration and enlistment office from the tax service in a timely manner.

Thus, the company, represented by a personnel service employee, is obliged to notify the military registration and enlistment office about all employees liable for military service who are hired or fired.

Annual reconciliations

The accuracy of information about employees registered with the military will have to be confirmed annually.

Military registration and enlistment offices conduct periodic inspections of enterprises, during which the information provided by the company is verified with the information in the personal cards of all employees. If discrepancies are identified, a fine may be imposed.

An employee of the HR department, without waiting for the visit of “men in uniform,” needs to independently contact the military registration and enlistment office and clarify the company’s reporting procedure for citizens liable for military service working in the company.

In accordance with the Decree of the Government of the Russian Federation dated November 27, 2006 No. 719 “On approval of the Regulations on military registration”, the resolution of the Interdepartmental Commission on the reservation of citizens in reserve dated 02/03/2015, the instruction of the First Deputy Chairman of the Council of Ministers of the Republic of Crimea dated 07/06/2015 No. 11908/01-43 all enterprises, institutions, organizations and individual entrepreneurs operating on the territory of the municipality of the city district of Simferopol of the Republic of Crimea must be sent (in person or by mail on paper) to the city commission for the reservation of citizens (Tuesday from 10 :00 to 12:30, Thursday from 14:30 to 17:00), in reserve (Gorky St., 15, office No. 45, tel. 27-21-40) organization registration card (form No. 18).

In accordance with clause 9.1 of the Methodological Recommendations for the implementation of reservation of citizens of the Russian Federation who are in the reserve of the Armed Forces of the Russian Federation, federal executive bodies that have reserves, and working in organizations of the Republic of Crimea, approved by the Resolution of the Territorial Commission of the Republic of Crimea for the reservation of citizens of the Russian Federation, in reserve dated January 26, 2016 No. 2, organizations that provide reservations for citizens in reserve (hereinafter referred to as GPZ) and located in the city of Simferopol are required annually, as of December 31 of the reporting year until November 15, to provide a report on the state of work for booking a gas processing facility to the city commission.

The report reflects:

Analysis of the organization’s activities for the reporting period;

Information on the implementation of resolutions and orders of the Government of the Russian Federation, Interdepartmental, Territorial, city commissions for the reservation of citizens;

Information about decisions and regulatory documents adopted by the organization on the issues of booking citizens;

Information on the activities carried out to train and improve the qualifications of specialists involved in the reservation of gas reserves;

Results of monitoring the state of work on booking the gas processing plant;

Proposals for improving the work on booking gas processing plants.

Attached to the reports:

Report on the number of working and reserved military reserves (Form 6), includes indicators characterizing the results of military registration and reservation for the period of mobilization and wartime military reserves;

Information on the provision of labor resources from among the GPP (Form 19);

Proposals for making changes and additions to the List of Positions and Professions (if any).

Organizations where not implemented reservations of citizens staying in reserve provide the city reservation commission with an updated form 18 ( after January 15 ) in cases:

— change of the director of the enterprise and contact telephone number;

— changing the person responsible for military registration and contact telephone number;

— changes in the address and credentials of the organization;

— significant changes in the number of citizens in reserve;

as of the date of changes (upper left corner of form 18) indicating the registration number (upper right corner of form 18).

Based on the letter of the Service for Mobilization Work and Territorial Defense of the Republic of Crimea dated March 14, 2017 No. 01.1/369, “Methodological recommendations for maintaining military records in organizations located on the territory of the Republic of Crimea” were put into effect, approved by the resolution of the Territorial Commission of the Republic of Crimea for the reservation of citizens of the Russian Federation. Federations in reserve, dated March 13, 2017 No. 6, and the “Methodological recommendations for maintaining military records in organizations located on the territory of the Republic of Crimea,” approved on December 10, 2014, were declared invalid.

Why is it necessary to maintain employee records?

As soon as an enterprise is registered, information about it is transferred to the military commissariat (see paragraph 19 of the “Rules for maintaining the Unified State Register of Legal Entities and providing the information contained therein”, approved by Decree of the Government of the Russian Federation of June 19, 2002 No. 438). The maximum period for transferring information about a new company is five days from the moment it is entered into the Unified State Register of Legal Entities - this is the responsibility of the registration authority, so “people in uniform” can come to the employer with a check at any time.

Therefore, all companies, regardless of their form of ownership, are required to keep military records of their employees (subclause 6, clause 1, article 8 of the Federal Law of May 31, 1996, No. 61-FZ, clause 7, article 8 of the Federal Law, dated March 28, 1998. No. 53-FZ) and promptly report information about them to the military commissariat.

Why do you need an organization registration card form 18?

In essence, this is a report that contains the main indicators of the results of maintaining military records and booking of citizens who are in reserve.

Organizations according to the method of accounting are divided into two types:

  • to the leading simple control unit;
  • for companies that make reservations for citizens who are in reserve.

Higher education institutions carry out educational training for employees, final year students and graduate students.

Form 18 is filled out every two years and submitted to the military registration and enlistment office by December 31 of the current year as of January 1 of the next year.

Where is it provided?

The organization's registration card is drawn up in triplicate and filled out on both sides. The completed document is signed and certified by the director of the enterprise. After this, the form is sent to:

  • the first copy – to the regional reservation commission;
  • the second - to the military registration and enlistment office;
  • the third - to the archive of the enterprise.

If the card is presented to the district reservation commission for the first time, it is registered in the registration register. A mark to this effect is placed on all copies. The registration number must correspond to the number of the entry in the journal.

A letter code A or B is also assigned:

  • A - only control is carried out;
  • B - military registration and reservation of citizens who are in reserve are carried out.

Deadlines for document submission

The card is one of the mandatory documents drawn up when maintaining a VU. It must be submitted to the district reservation commission within two weeks from the date the company was registered in the Unified State Register of Legal Entities.

It also needs to be sent to the military commissariat and the district reservation commission not only when creating a company, but also at the end of the year (at the end of the reporting period).

Procedure for filling out the document

The organization’s registration card, form No. 18, is contained in the Letter of the Ministry of Culture of the Russian Federation dated October 21, 2015 N 344-01-39-VA “On the provision of an organization’s registration card.”

The organization's registration card, the form of which must be filled out by all organizations without exception, must contain:

  • date of completion;
  • registration number;
  • information about the manager (position, full name);
  • information about the employee who carries out the VU in the organization (position, full name);
  • information about the company (name, date, place of registration, legal address, actual and postal address, main OKVED codes, INN, OGRN, etc.);
  • information about employees in reserve;
  • and other information.

When booking citizens who are in reserve, the card indicates: the number of reserved citizens who are in reserve, the number and section of the list of positions and professions for which citizens are booked.

The completed document is signed by the manager and certified with a seal.

Updated Table 5 of the ERU report: welcome

Let's start with the normative “heroes” of the occasion. Ministry of Finance by order of May 15, 2018 No. 511 presented in a new edition Order No. 435. Therefore, when filling out the updated ERU report, we will look there.

Significant changes affected Table 5 of the ERU report. There are both minor changes and significant innovations that have affected the procedure for filling out table 5. But first, let’s look at when you need to submit table 5 of the ERU report. Why is it important? Because all those innovations that will be discussed below will need to be applied only to those events that should be reflected in Table 5 of the ERU report.

When do you need to generate table 5 of the ERU report?

Table 5 is intended for registration of insured persons in the register of insured persons. But is it always necessary to fill out this table? In what cases is it required to fill it out? Order No. 435, and when is it not necessary to apply?

Let us immediately note that new edition Order No. 435 list of situations, when to fill out and submit table 5, expanded.

In particular, table 5 is generated and submitted if during the reporting period (month) ( clause 8 section IV Order No. 435):

An employment contract (civil contract*) was concluded or terminated with the insured person;

* Except for the GPA concluded with an individual entrepreneur, if the work performed (services provided) corresponds to the types of activities specified in the extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Formations.

An employment contract was concluded or terminated with the insured person who was employed in a new workplace;

- the person was transferred to another position or work with the same policyholder;

A person entered military service for the first time or completed military service (with exclusion from the lists of personnel of a military unit (military educational institution, institution, etc.)) in the manner established by the regulations on military service;

The person has been granted maternity leave (including military personnel, privates and commanding officers);

The person has been granted leave to care for a child until he or she reaches the age of three;

A person is granted leave to care for a child from 3 years of age until he reaches 6 years of age.

Important! If there are none of the listed events, table 5 is not generated and submitted.

That is, if the above events were not recorded in the reporting period, table 5 is not submitted**.

There is no need to create such a table if the employee, for example, has been granted annual leave, study leave, leave without pay, if he was sick. This information will be reflected in Table 6 of the ERU report. Table 5 does not provide information about such events.

So, we have clarified what events should be reflected in Table 5 of the ERU report. Now let's find out what new indicators have appeared in this table and how to fill them out for the specified events.

New indicators: simple and not very...

Minor changes affected the very title of Table 5 of the ERU report. Now it is called “Videomosti about the labor records of the people and the period of military service.” Previously, there was no mention of military service.

What does this innovation mean? The fact that in table 5 of the ERU report, in particular in column 11 “Period of labor or civil-legal duties, military service and discharge”, in column 19 “Military service” it is necessary to show information about such categories of insured persons as military personnel ( except for conscripts), private and commanding personnel of the Ministry of Defense, SBU, Ministry of Internal Affairs, State Service of Ukraine for Emergency Situations, SFSU and other military personnel (in Table 6 of the ERU report they are reflected with the category code of the insured person 51-63 in Appendix 2 to the updated Order No. 435). This innovation concerns policyholders whose insured persons serve in law enforcement agencies***.

Attention! Ordinary employers do not reflect information about their employees completing compulsory military service or military service under a contract in Table 5 of the ERU report. Let us remind you that we are talking about employees, the guarantees for which are maintained in accordance with Part 3 Art. 119 Labor Code.

Columns 7 and 8 of Table 5 of the ERU report have been swapped. Now in column 7 they show information about whether the GPA has been concluded with an employee of the enterprise, institution, organization, main or part-time (indicate the sign “1 - so”) or not (indicate the sign “0 - ​​no”), in column 8 - category persons whose information is entered in Table 5.

The name of column 9 “Registration number of the tax payer’s registration card or series (for obviousness) and passport number under the form BKNNХХХХХХ/ПХХХХХХХХ 30*” were brought into line. In general this column reflects tax payer registration card number. But Sometimes the employee renounces the tax number and is allowed to make various payments according to your passport(there must be a corresponding mark). But as you know, there are currently two types of passports in Ukraine - paper and plastic cards. Depending on the type of passport, filling out column 9 will be different:

Paper passport - in the format BKNNХХХХХХ, where "БК" is a constant that indicates registration using passport data, "NN" is two Ukrainian letters of the passport series (upper case), "хххххх" is six digits of the passport number;

ID-passport - in the format PХХХХХХХХХ, where “P” is a constant that indicates registration using passport data; xxxxxxxxxxx - nine digits of the passport number in plastic card format.

Now let’s look at those indicators that you need to pay special attention to when filling out Table 5 of the ERU report.

- “7 - individuals from among the military servicemen, privates and commanders, who receive additional assistance in connection with the weight and canopies”;

- “8 - individuals from among the military servicemen, individuals of the private and command staff.”

Important! The new categories apply only to military personnel, privates and commanding officers of the Ministry of Defense, SBU, Ministry of Internal Affairs, the State Service of Ukraine for Emergency Situations, the State Fiscal Service and other military personnel with an insured person category code of 51-63 in Appendix 2 To Order No. 435. Regular employers do not use these categories.

Table 5 now reflects information about transfer employee from one position (job) to another with the same employer. Information about the transfer of an employee to another position or job should be reflected in the same order as about hiring ( clause 8 section IV Order No. 435). Previously, the fact of transfer did not appear in the ERU report at all. How exactly to make an entry about the transfer, what you should pay attention to in this case - we will look at practical examples later (see the article “Filling out table 5 of the ERU report with examples” of this issue).

- "16. Supporting document about the beginning of work and release, the end of labor and civil law issues, transfer to another plant”;

The appearance of such columns as 12, 13, 14, 15, 16 indicates that “at the top” they decided to take seriously their promise to get rid of work records. Now Table 5 of the ERU report will indicate the name of the position to which the employee was hired or transferred.

It was these new columns (their filling) that raised a sea of ​​questions. Therefore, we will dwell on them in more detail.

Important! The information required to fill out columns 12 - 14 of Table 5 is selected from the Index of Professional Job Titles (Appendix A (mandatory) or B (informative)) of the Classifier of Occupations DK 003:2010.

What and how to fill out? So, in Table 5 for the employee for whom information is reflected, you will need to indicate the following:

- column “12. Professional name of the robot» - reflect a professional job title according to To the classifier (Column 5 of the Classifier);

- column “13. Code 3KPPTR» - indicate the code of the All-Union Classifier of Professions, Positions and Tariff Classes. Look for the code in the second column Classifier(for example, for the position of a watchman - 18883). Please note: if in Classifier the ZKPPTR code is not provided, then do not fill out column 13 of table 5;

- column “14. Occupation classifier code» - indicate the code from the first column Classifier(for example, for the position of a guard it would be 9152).

Note: if the ERU Report is generated in a special program, then you need to select the data in column 12 from a special directory, and the data in columns 13 and 14 will be “pulled up” automatically;

- column “15. Posada" Here you need to enter the name of the position for which the employee was hired. The title of the position must correspond to the entry in the work book.

Note: for part-time employees there may not be such an entry in the work book****. In this case, to reflect the information in column 15 of Table 5 of the ERU report, other personnel documents will serve as a guide: an order for employment, a staffing table, an employment contract.

**** In the work book there is a record of work at the same time can be done at the request of the employee . This entry is made on a separate line by the main employer. On how to correctly make an entry in the work book for a part-time worker, see special issue “OT”, 2017, No. 16/1, p. 9.

Important! From the explanations of the Pension Fund specialist, it follows that columns 12 - 15 are filled out only if information about the admission, transfer, or dismissal of an employee is reflected!

For lines with leaves (in connection with pregnancy and childbirth, for child care up to 3 and from 3 to 6 years), as well as when reflecting information related to civil contracts, we do not fill out columns 12 - 15;

Column "16. A supporting document about the beginning of work and release, the end of labor and civil law issues, transfer to another plant.” The name of this column speaks for itself - the document (name, number and date) on the basis of which one of the events occurred: hiring or dismissal, transfer of an employee to another position, the beginning and end of civil law relations, the beginning and end of leave due to pregnancy and childbirth, leave to care for a child up to 3 (6) years old.

Which document exactly? If this is an employment relationship, then in most cases such a document is an order (there will be nuances if the employee is granted leave in connection with pregnancy and childbirth, more about this when considering examples of filling out Table 5 of the ERU report in the article “Filling out Table 5 with examples ERU-report" of this number), if the relationship is civil law - an agreement;

- column “19. Viyskove zvnya". The military rank of the serviceman is indicated here. Moreover, if a serviceman’s military rank changes, then 2 lines are filled in: in the first line indicate the old rank (column 19), and in column 11 “date of completion” the number until which it was valid. In the second line, column 19 indicates the new title, and in column 11 “cob date” the number from which the new title was assigned.

Note: ordinary employers do not fill out column 19. This column applies to military personnel, privates and commanding officers of the Ministry of Defense, SBU, Ministry of Internal Affairs, the State Service of Ukraine for Emergency Situations, the State Service of Ukraine and other military personnel with an insured person category code of 51-63 in Appendix 2 To Order No. 435.

These are all the main innovations in Table 5 of the ERU report. But we also want to dwell on one nuance when filling out columns 12 - 14, or rather, on Classifier. After all, it is on its basis that data is entered into these columns.

How to work with the Classifier?

I would like to note that the need to work with Classifier when drawing up personnel documentation, it was there before, and it was fixed Instruction No. 58.

Yes, according to clause 2.14 of Instruction No. 58 records about the name of the job, profession or position for which the employee is hired are made in accordance with the names of the professions and positions specified in Classifier. That is, the position for which the employee is hired must be the same in the work book, and in the hiring order, and in the employment agreement (contract), and in the staffing table, and in other personnel documents. And its name, in turn, must correspond to the name of the profession / position from Classifier.

Now, with innovations in filling out Table 5, data from Classifier, namely the professional name of the job (profession, position), as well as its code, must be reflected in the ERU report. In other words, if previously the employer might not have bothered too much with studying Classifier, then now there is no escape from it.

So how in Classifier find the right profession, position? Here are some brief instructions.

The main names of professional job titles (professions, positions) are given in Appendices A and B to To the classifier.

In Appendix A, professions are grouped into 9 sections:

Section 1 “Legislators, senior civil servants, executives, managers (managers)”;

Section 2 “Professionals”;

Section 3 “Specialists”;

Section 4 “Technical employees”;

Section 5 “Workers in the trade and service sector”;

Section 6 “Skilled workers in agriculture, forestry, fish farming and fishing”;

Section 7 “Skilled workers with tools”;

Section 8 “Workers for maintenance, operation and control of the operation of technological equipment, assembly of equipment and machines”;

Section 9 “The simplest professions.”

Here are the codes ZKPPTR and KP, which are necessary to fill out Table 5 of the Unified Rulings Report.

Please note: not all professional job titles have a ZKPPTR code.. But the KP code is indicated for each profession listed in Classifier. Therefore, column 13 (ZKPPTR code) may not be filled in, but always fill out column 14 (KP code).

If you find it difficult to navigate Classifier, then the required profession can be found in Appendix B to To the classifier. This Application is more convenient, in it all professional work titles are arranged in alphabetical order.

also in Classifier There is also Appendix B (mandatory). It contains derivative words (vice, chief, deputy, leading, junior, etc.) for professions (professional job titles). These words can be used to form new names of professions, but subject to the preservation of industry and functional affiliation, qualification requirements, elimination of duplication, and preservation of the code of such professions.

In addition, in accordance with Note 2 to Appendix B, it is possible to expand the names of professions with terms and words that clarify the place of work, the work performed, the scope of activity, subject to the conciseness of the presentation, unless otherwise provided in Classifier or other regulations.

Attention! Combining two different hyphenated job titles, such as “accountant” and “cashier,” into one “accountant-cashier” is a mistake. Create extended names of professions with a hyphen or with clarifications in brackets, except for those provided for in Classifier, it is forbidden.

What to do if the position does not match To the classifier? Of course - to improve - to bring the position in line with Classifier.

But what if the position in which the employee works is provided for by regulations, but it is not in Classifier? This is exactly the problem that has arisen in some budgetary organizations, institutions, and establishments. For example, Resolution No. 268 (applications 48 - 54) for compulsory medical insurance officials such positions as chief specialist, leading specialist, 1st category specialist, 2nd category specialist, specialist are provided. At the same time, standard professional qualification characteristics of such positions of local government specialists who perform work related to one of the areas of work of the executive committee have been approved by order of the Main Directorate of Civil Service of Ukraine dated December 29, 2009 No. 406. And in the staffing tables and work books of employees, positions are recorded as “Specialist in land issues”, “Specialist in issues of working with youth, physical culture and sports”, etc. (see. letter of the Ministry of Social Policy dated August 4, 2017 No. 2084/0/101-17/284).

So, in Classifier These professions do not exist. Among the “specialists” we can find in it, for example, such as a civil service specialist, a civil service personnel specialist, an accountant specialist, and a legal adviser (KP code 2419.3). What should I indicate in columns 12 - 14?

This question, unfortunately, remains open for now. We hope we will hear the answer to it soon.

Let us once again draw your attention to the fact that in Table 5 of the ERU report we reflect information only on events that occurred in the reporting month. There is no need to include information on all employees of an enterprise, institution, or organization in August Table 5 on the basis that previously the names of their positions were not “shown” in pension reporting!

We inform you that in accordance with the requirements of Art. 9 of the Federal Law of February 26, 1997 No. 31-FZ “On mobilization preparation and mobilization in the Russian Federation” and Instructions for the reservation for the period of mobilization and wartime of citizens of the Russian Federation who are in the reserve of the Armed Forces of the Russian Federation, federal executive bodies having reserve, and working in government bodies, local government bodies and organizations, local government bodies and organizations, regardless of their form of ownership and departmental affiliation, obliged annually submit reports on the state of work on military registration and reservation of citizens in the reserve (hereinafter referred to as the GPZ).

CLASSES with military registration officers (responsible for maintaining military records) of organizations, individual entrepreneurs of the city of Bratsk on the procedure for submitting reports, rules for filling out document forms for 2018, the following will take place:

1) in Padunsky district- in the building of the military commissariat of the city of Bratsk, Irkutsk region (hereinafter referred to as the military commissariat of the city) (Padun district, Gidrostroiteley str., 16):

— October 30 from 09-00 to 10-30 — with employees of organizations and individual entrepreneurs who maintain military records and reserve military personnel;

- October 30 from 11-30 to 12-30 - with employees of organizations and individual entrepreneurs who maintain only military records of the Civil Defense Forces.

2) in the Central region— in the building of the Bratsk School of DOSAAF of Russia (Cosmonavtov Boulevard, 37):

— November 1, from 10-00 to 11-30 — with employees of organizations and individual entrepreneurs who maintain military records and reserve military reserves;

- November 1 from 12-30 to 13-30 - with employees of organizations and individual entrepreneurs who keep only military records of the Civil Defense Forces.

Registration of those arriving for the lesson will be carried out 30 minutes before the start of the lesson.

ATTENDANCE TO CLASSES OF EMPLOYEES RESPONSIBLE FOR MAINTAINING MILITARY REGISTRATION IS MANDATORY.

The Bratsk City Commission for the Reservation of the GPZ reports that the reporting documents for military registration and reservation for 2018 are:

a) for organizations conducting military registration and reservation of military reserves:

b) for organizations that maintain only military records of military personnel:

Individual entrepreneurs, conducting their activities in the city of Bratsk, submit established reports according to the same rules as city organizations. Instead of the organization's registration card (Form 18), it is submitted individual entrepreneur registration card (form 18-1).

Draw your attention to:

1.a) to transfer types of economic activities from OKVED to OKVED 2 you can use Table of translations of types of economic activities or Translation of OKVED 2007 code into OKVED2;

2) when preparing reports on Form 6 and the balance of labor resources to determine the position category code (manager, specialist, other employee), it is necessary to use an extract from All-Russian classifier of blue-collar professions and white-collar positions.

The report on Form 6, the accounting card (Form 18) and the balance of the supply of labor resources are compiled as of December 30, 2018 and must contain complete and reliable information about the organization, the number of employees and reserved gas stations.

The forms of reports provided, the procedure for filling them out, contact information for receiving reports from the VKIO department for the city of Bratsk and the Bratsk city commission for booking gas processing plants are given on the tab « Military registration in city organizations » of this section.

Reporting documents completed in triplicate (form 6 and form 18) are submitted for approval to the VKIO department for the city of Bratsk (Padun district, Gidrostroiteley str., 16). After approval, the first copy of the documents remains in the organization’s file, the second - to the military commissariat of the city of Bratsk, the third - is sent by courier or mail to the Bratsk city commission for the reservation of the gas processing plant (Lenin Ave., 37, room 512).

Balance labor supply seems to be only to the Bratsk city commission for the reservation of the gas processing plant.

Reception of annual reports for 2018 at the Bratsk city commission for the reservation of citizens in reserve and at the military commissariat of the city of Bratsk will be carried out from November 1 to November 20, 2018.

Please note that when the military commissariat of the city of Bratsk conducts an inspection of the state of military registration and reservation of the military reserve in 2019, the organization’s assessment will be reduced in the event of a significant (more than 5 days) delay from the established deadlines for submitting reports on military registration and reservation.

The procedure for maintaining military registration of citizens in organizations

The rules for organizing military registration are established by the Regulations on Military Registration, approved by Decree of the Government of the Russian Federation No. 719 of November 27, 2006, and the Methodological Recommendations for maintaining military records in organizations (hereinafter referred to as the Methodological Recommendations), approved by the General Staff of the Armed Forces of the Russian Federation on July 11, 2017.

  • men of military age (18-27 years old) not enrolled in the reserves;
  • men in reserve;
  • employees who studied at military departments in vocational educational institutions or in military vocational educational institutions;
  • persons exempt from conscription;
  • men over 27 years of age who did not complete service due to deferment;
  • citizens discharged from the army;
  • workers who served alternatively;
  • women who received military qualifications.

The process of military registration is the collection and systematization of information about the performance of military duty by the above-mentioned employees, as well as its updating. The purpose of this procedure is to ensure that citizens of the Russian Federation fulfill their duty to their homeland, as well as meet the state’s needs for military resources in the event of hostilities.

Who maintains military records and reservations in the organization?

The responsibility for organizing accounting in an organization lies with its head, although, if necessary, he can, by order, delegate the direct performance of this responsibility to other employees. The procedure for delegation is established by clause 12 of the Regulations on Military Registration:

  • if there are less than 500 registered employees, one person can perform these duties part-time;
  • if the company employs from 500 to 2000 military personnel, it is necessary to allocate a specialist, charging him with maintaining military records as the main workload;
  • if the number of conscripts is 2000-4000, it is required to attract two full-time employees.

With a larger staff, the law allows for delegation of accounting responsibilities to a larger number of employees. In this case, it is necessary to allocate an employee for every 3,000 employees and create a military registration unit. Note: the candidacies of employees applying for record keeping should be agreed upon in advance with the military commissariat to avoid problems.

Step-by-step instructions for maintaining military records in organizations

To properly organize the accounting process, company management must take several steps.

Step 1 - issuance of an order on the organization of military registration. With this document, the manager must appoint a responsible person and his deputy, who will perform accounting duties during rest or forced breaks in the work of the responsible person.

Step 2 - preparation and agreement with the military commissariat of a work plan. A sample plan can be found in Appendix 17 to the Guidelines. The document must contain information about the planned activities, the timing of their implementation and the name of the organization, as well as a mark of agreement with the military registration and enlistment office.

Step 3 - development of a journal for checking the registration and reservation of citizens. The company's management should be guided by the sample presented in the Methodological Recommendations. According to Appendix 18 to this legal act, the document must be drawn up in the form of a table with the following columns:

  • “The decision of the head of the company based on the results of the inspection and the note on the elimination of deficiencies.”

Step 4 - thorough verification of documents from citizens during the process of employment with the company. Those in the reserve must submit a military ID to the personnel department, and those who have not served - a registration certificate. It is necessary to make sure that the information and photos in these documents match the information in the passport.

Step 5 - filling out personal employee cards. They must indicate:

  • information about marital status;
  • education data;
  • place of work;
  • job title;
  • employee's place of residence.

Cards are usually stored in a special file cabinet. The filing system can be organized by departments or teams, and within them - alphabetically.

Step 6 - explaining to citizens their responsibilities for accounting and military training, monitoring their implementation by the employee.

Order on the organization of military registration (sample document)

A sample order is contained in Appendix 4 to the Methodological Recommendations. The document must contain the following information:

  • name of company;
  • date of issue of the order;
  • Document Number;
  • order on the organization of accounting;
  • details of the person responsible for maintaining records;
  • information about the deputy employee responsible for accounting in the company in the event of his temporary absence or incapacity for work;
  • information on control over the execution of the order.

The order is signed by the head of the organization and certified with the company seal. A copy of the document is sent to the military registration and enlistment office.

Military registration corner in the organization (contents, sample)

According to paragraph 39 of the Methodological Recommendations, the management of the organization is obliged to provide employees with background information on accounting, mobilization and preparation for it. The installation of a military registration corner makes it possible to clearly convey to employees the necessary information on these issues.

The legislation does not describe a sample corner. As a rule, it is designed in the form of a stand with illustrations and contains information defining:

  • accounting tasks;
  • responsibilities of employees;
  • liability for violation of accounting rules;
  • list of documents regulating military registration;
  • rules for passing training camps, etc.

Checking military records in organizations

Monitoring of accounting in large organizations (with more than 500 employees) is carried out once a year. The check is carried out by representatives of the military registration and enlistment office or local government bodies.
